The Iowa Department of Health and Human Services (HHS), Division of Behavioral Health, Bureau of Operations and Compliance is seeking an Accreditation Specialist to join our team.
This position takes the lead role to conduct the accreditation reviews. Reviews are either full on-site reviews of Chapter 24 standards for the service or deemed status. A deemed status is a Chapter 24 accreditation review for a provider that has obtained an accreditation from a nationally recognized and accrediting body such as the Joint Commission, the Council on Accreditation of Rehabilitation Facilities, or Council On Accreditation. Reviews are done individually or with the other Accreditation Specialist.
The Accreditation Specialist contacts and schedules the review with the provider and follows the following steps:
  • Step 1) Prior to the site visit, the Accreditation Specialist conducts a desk review of the of the material requested from the provider which includes: manuals, policies and procedures, organizational charts and other materials.
  • Step 2) On site review includes review of service standards, client case files and clinical documentation, national accreditation certificates, documents as applicable and interviews staff, clients and others. The Accreditation Specialist ensures that all information meets federal and state guidelines. Once the site review is completed, the Accreditation Specialist conducts an exit interview with the provider to review findings.
  • Step 3) The Accreditation Specialist works with the provider on any identified area that was cited during the review as below standard and requiring correction. The provider is required to submit a corrective action plan to be approved by the Accreditation Specialist. The Accreditation Specialist will work with the provider as needed to correct the deficiencies.
  • Step 4) The Accreditation Specialist completes a formal survey report and an accreditation recommendation is made to the Division Deputy Chief and the Division Administrator. Once approved the accreditation certificate is awarded to the service provider.
This position interacts with providers and other internal divisions/bureaus such as Iowa Medicaid. The interactions include responding to accreditation questions, sending information packets for new providers seeking accreditation, responding to accreditation questions from existing providers, working with private and public payers related to accreditation standards and best or emerging practices.
This position provides technical assistance on standards, policy, administrative code, administrative rules, code interpretation and other related topics. This position provides technical assistance to accredited service providers, entities seeking accreditation, and others. This position provides training to providers and others on accreditation standards, best known or emerging practices and how to meet requirements.
This position conducts provider specialized accreditation reviews which may be related to complaints, data reports, provider information shared with the division, the administrator of the division or at the request of the department director or other official entities. The special accreditation review may include a desk review, on site review, a provider discussion, or any combination. The review will result in an issuance of a finding report and recommendations to the Division Deputy Chief and Administrator.

Selectives

397 Mental Health Experience or education related to providing service, treatment or assessment to those affected by mental health challenges, either in a private setting, group homes, local assistance agencies, or state or privately-run treatment. Application must demonstrate that applicant has received a general orientation to the symptoms and treatment protocols for mental illness or public policies, procedures, or applicable laws related to the topic, or assistance programs for those affected by mental illness. Experience may come from public, private or non-profit organizations.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Seven years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).
2) All of the following (a, b, and c):
a. One year of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility); and
b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.
3) Graduation from an accredited school of law.
4) Current, continuous experience in the state executive branch that includes nine months of full-time work as a Program Planner 2 or twenty-seven months of full-time work as a Program Planner 1.
