This position is only open to Colorado state residents.

New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

This part-time position is anticipated to work 25 - 30 hours per week.

About the Work Unit

The Hydraulics Residency Unit in Region 4 (Northeast Colorado) provides hydraulic engineering designs and permit clearances for plans and specifications. Hydraulic design consists of planning and analysis for the construction, rehabilitation or repair of structures required for conveying or draining water under, along or over Colorado Department of Transportation (CDOT) highway facilities; permitting supports the same. Design activities include preparation of plans, specifications and estimates with in-house design team resources, and using a blended team with design consultant contracts. The work must meet Association of State Highway and Transportation Officials (AASHTO), Federal Highway Administration (FHWA), Federal Emergency Management Agency (FEMA) and other appropriate design codes and state and federal regulations. Unit is also assigned to lead the statewide 2D hydraulic Quick Check initiative sponsored by Region 4 and Headquarters to move to a statewide standard of practice in collaboration with the State Hydraulic Engineer at Staff Bridge. Unit is further tasked with supporting the statewide rollout of Accessibility standards established by the state Legislature, and developing and maintaining a GIS database of resources to support project delivery in CDOT Region 4.

About the Position

The Accessibility and GIS Specialist position provides technical and regulatory support to Region 4 GIS mapping and data management activities and the statewide Accessibility program, as well as assisting Engineering Staff with hydrologic and hydraulic activities in all Regions and with the State Hydraulic Engineer. This position will assist facilitation of the floodplain clearances prepared by the Hydraulics Residency in Region 4.

Your duties and responsibilities will include, but are not limited to, the following:

Hydrologic and Hydraulic Engineering Support
•   Work under the direct supervision and guidance of a Registered Professional Engineer in the Hydraulics and Design Unit Residencies at Region 4 by assisting with hydrologic and hydraulic analysis (screening data; i.e. 12,000 culverts and looking at the different types) and reporting, meeting minute compilation and digital file management;
•   Assist with in-house hydrologic and hydraulic design and analysis support to the Region 4 Design Team and to PE I and PE II professionals at CDOT for inclusion into CDOT construction plans and strategic plans;
•   Assist in exporting information from hydrologic and hydraulic models,
•   Provide in-house design support of drainage and flood conveyance features through data entry, assisting with analytical model data synthesis, and reporting through mapping in GIS;
•   Assist with digital document retention for final approval and archiving in Google Drive, ProjectWise and OnBase;
•   Manage existing Region 4 GIS layers in the CDOT GeoHub for accuracy and content;
•   Synthesize data from Region Residencies and Leadership in spreadsheets for the development of attribute tables used for the production of new GIS layers in the CDOT GeoHub. GIS Data Management and Mapping
•   Assist with creation of tools, maps and Storybooks using GIS software online and in desktop and mobile applications for use in the office and in the field, online and offline;
•   Provide support services to Region Leadership and Residencies to update and upgrade existing maps for use in transportation project planning, asset management, and strategic planning;
•   Acquire data to create a new GIS layer in the GeoHub for use across the organization, and to add new information to existing GIS platforms like the Region 4 Project Planning Tool;
•   Assist in preparing GIS products and presentations for internal and external customers of CDOT;
•   Use of ArcGIS, GIS Online, Microsoft Office suite of products, PMWeb and SAP;
•   Attend and participate in professional group meetings and stays abreast of new trends and innovations in the GIS field. Regional and Statewide Accessibility Support
•   Provide Accessibility reviews and modifications by reviewing digital media in Region 4, including but not limited to website information, documents, spreadsheets, presentations and forms as requested by Region Resident Engineers, Specialty Unit leads and Management and makes any changes to ensure accuracy;
•   Support the statewide development and rollout of Accessible construction forms and other pre-construction forms as requested by the Area Engineer;
•   Update training and guidance materials prepared for Region distribution to all Engineering staff;
•   Coordinate the development of training materials and provide the materials to staff specialists, contractors, and various government agencies and consultants doing work in Region 4;
•   Attend weekly Headquarters Area Engineer meetings to participate in decision-making processes, receive forms for conversion to meet statewide accessibility requirements;
•   Provide assistance to the statewide Area Engineer for training, knowledge transfer and other related Accessibility initiatives;
•   Provide direct support for Accessibility modifications to the I-25 Project Director and their team. Work Environment:
•   Primarily 8:00 am - 4:00 pm work hours, Monday-Thursday
•   Located on-site primarily in the Region 4 Greeley or I-25 Co-Location Offices
•   Travel for meetings and trainings. Occasional overnight travel may be required for training
•   Required to operate CDOT vehicles Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications
•  A high school diploma or General Education Diploma (GED). AND
•   at least four years of technical support experience in one or more of the following: Hydraulic and Hydrologic Analysis, GIS Data Management, and/or Colorado Accessibility Standards to include the following:
•   experience using ArcGIS softwareand/or
•   experience with reviewing digital media OR

Education and Experience:
•   A combination of relevant education and experience equal to at least 4 years.
