Evaluation Criteri This Letter of Engagement will be awarded based on the evaluation criteria set forth in Attachment A, Evaluation Criteria. Evaluation of the minimum qualifications will be based on resume for Key Personnel. Resume must clearly demonstrate how their skills and experience map (1 to 1) to the qualifications. pplicants who do not include this information or who do not meet all minimum qualifications will not be considered. Interviews may also be conducted for those who pass the minimum qualifications.
- Project Scope/Tasks
The California Public Employees' Retirement System (CalPERS) is requesting a full-time experienced consultant resource to provide enhanced management reporting development and support services to CalPERS. These application development services as explained below:
Deliverable 1: Support and Enhancement to CEM solution - Power BI/Power Apps tool - This deliverable will serve as the primary responsibility of this LOE.
- Design and development of Business Intelligence reports and dashboards. The report and dashboard requests are received from the INVO business areas. Fulfillment includes requirement interpretation, working with the business requester to confirm requirements, design and development of the report or dashboards, testing and deployment of the report or dashboard to CalPERS business users.
- Design and development of data collection form for analysis of the Investment Office operational expenses.
- Projection data & Predictive Analysis - Data visualization of business metrics, patterns, trends, transactions in the form of charts, graphs, maps, tables and other forms to effectively tell data stories and provide information to business users in intuitive and clear formats for projection data and predictive analysis. Provide data and technology support necessary to enable CalPERS to meet BI related business objectives.
Deliverable 2: Support & Enhancement to CEM solution - Data integration and Dashboarding - This deliverable will serve as the secondary responsibility of this LOE.
- Design and development of specialized software (programming, testing, enhancements,
- maintenance) for a Business Intelligence (BI) solution that allows for advanced analysis of Investment Office operational expenses. BI is the data analysis of business information that provides historical, current, and predictive views of business operations. The software is designed to leverage automation to prevent and limit manual data manipulation. The completed software fits into the overall BI solution and Investment Office operational data warehouse. A data warehouse is a database that contains business data ready for reporting usage.
- Conversion of business requirements into software programs to automate business processes. The first type of software program automates data quality checking of tens of thousands of business transactions each week. These programs automate the re-processing of corrections to business transactions and adjustments to the business transactions. The second type of software programs, commonly referred to as Extract, Transform & Load (ETL) or data integration, are used to collect, parse, and format business transaction records into the format used in a data warehouse (data marts and star schema data models).
- The data platform consists of multiple databases and software programs that are scheduled to run after-hours such that data needed for reporting is prepared by the following business morning. These software programs are to be self-healing and provide notifications to business users when unplanned events occur.
- Responsible for troubleshooting any issues that arise during their assignment.
- Fulfillment of software change requests and environment maintenance and operations.
- Integration with reporting and dashboarding services is required and needs to be flexible to changes in the organizational structure of the Investment Office to react in a timely manner and to make sound business assumptions in real-time.
Deliverable 3: Knowledge Transfer - On an ongoing basis, through the end of the contract, all work products and deliverables (project status reports, business process, triage incident reports with resolution, meeting minutes, test cases, test outcomes) details have to be discussed with the contract manager to ensure that all of the information is documented and placed in a file share. The contract manager will schedule knowledge transfer sessions at regular intervals to ensure that all of the work production details have been documented and the knowledge has been transferred to state personnel. Knowledge transfer to State staff is part of each project when the projects are completed and released into maintenance mode.
