RMGS, Inc. is currently recruiting for 18 Waterborne Security Boat Instructors in Little Creek, VA. in support of the Center for Security Forces (CENSECFOR). This position is contingent upon contractaward. Required Qualifications and Experience: Possess a minimum of three (3) years documented operational security boat experience serving in one or more of the following:
oU.S. Navy Special Warfare Combatant Crewman (SWCC);
oUSCG Deployable Specialized Forces (DSF):
Maritime Security Response Team (MSRT)
Maritime Safety & Security Team (MSST)
Port Security Unit (PSU)
oUSMC Small Craft Company;
oU.S. Navy Coastal Riverine Forces (CRF) Detachment or Training and EvaluationUnit (TEU);
oUSCG Shore-Based Boat Unit or Maritime Patrol Forces that employ these types ofcraft: Patrol Boats (WPB)
Coastal Patrol Boats (CPB)
oU.S. Custom and Border Protection (CBP); Marine Interdiction Possess or be able to qualify as a Second Class Swimmer in accordance with NETC P1552/16 (Navy Swimming and Water Survival Instructors Manual) (Attachment X).
Possess or be able to obtain a USCG National Operator of Uninspected Passenger Vessel (OUPV) of Less Than 100 GRT Upon Near Coastal Waters endorsement or better within one year of reporting. Specific requirements are available at USCG's National Maritime Center website:
o( Policy-CG-5P/National-Maritime-Center-NMC/Charter-Boat-Captain/) Must have normal color vision (FALANT color vision test and no night blindness.
Possess the proficiency and skill sets to safely plan and deliver group-paced instruction on security boat tactics, techniques, and procedures in both a classroom setting and during underway training evolutions utilizing Safety/Operational Risk Management, Classroom Teaching Fundamentals, Training Requirements and Training Plans, and Training Scenario Scripting.
Possess or be able to PQS qualify as Crew Served Weapons Instructor per Attachment H. Specific CSWI qualification requirements are detailed in paragraph 11 of OPNAVINST 3591.1. The contractor shall ensure that all contract instructors have completed the required courses, and that appropriate documentation is filed in the Instructor Training Jacket (ITJ). Instructors who have not conducted crew served weapons training within the past one (1) year shall complete initial qualifications before conducting classroom or range training. The contractor shall be responsible for ensuring that the prospective instructor meets this requirement prior to reporting for duty, and at no additional cost to the government. Documentation of this qualification shall be included in the instructor's ITJ.
Possess or be able to PQS qualify as a Crew Served Weapons Line Coach per Attachment H. Only a qualified CSWI can line coach Crew Served Weapons. All Waterborne Security instructors shall complete the applicable PQS for Line Coach (Crew Served Weapons) per Attachment H, and obtain a letter of designation signed by the Learning Site's Primary Range Safety Officer (RSO). A copy of this letter of designation shall be filed in the ITJ. Upon completion of the aforementioned PQS, the Contractor Course Supervisor will nominate instructors for designation as a Line Coach (Crew Served Weapons) to the CENSECFOR Learning Site Director (via the Contractor Site Lead), who will endorse and forward to the Learning Site Primary Range Safety Officer (RSO) for formal designation. This qualification shall be accomplished during Mobilization or within sixty (60) days of assuming contract instructor duties for replacement instructors added after the Mobilization period. Note: Designation as a Line Coach (Small Arms) is not a substitute for Line Coach (Crew Served Weapons). Different qualifications apply to each.
The contractor shall ensure that all Waterborne Security instructors are qualified to perform the duties of Range Safety Officer (RSO) for live-fire training events. This designation requires the satisfaction of the appropriate weapons instructor qualification as dictated by paragraphs above; completion of the applicable PQS for RSO per Attachment H. After the aforementioned requirements have been satisfied and forwarded to CENSECFOR HQ, a RSO Certification Board will be convened to validate the knowledge and skill level of each candidate. The composition of the RSO Certification Board will be comprised of CENSECFOR HQ personnel. The board may be conducted in-person (if feasible) or telephonically. The RSO Certification Board will provide the board results and an appropriate recommendation to the Commanding Officer, Center for Security Forces (or a designated representative). In the event that no disqualifying factors are noted, the Commanding Officer will issue a letter of designation. A copy of this letter of designation shall be filed in the ITJ. This qualification must be accomplished within the mobilization period or within ninety (90) days of reporting for duty in a full performance period. When Waterborne Security instructors are used as an RSO, that individual must not perform other instructor or line coach functions.
Possess a minimum of three (3) years documented tactical and leadership experience in a Maritime Environment, proficient in the operation, maintenance (routine operationalmaintenance associated with pre-, post, and underway operational checks), employment of Navy Force Protection boats, and be proficient in the following areas:
oCoxswain Skills: Launch and recovery of craft Maneuvering in open water and confined spaces
Underway alongside operations (VBSS boarding) with other vessels up to
and including large ocean going vessels High speed maneuvering in tactical environment
Towing of downed craft in open water and restricted water environments
Operation of both water jet and propeller driven craft
oProficiency in maritime navigation to include: Solid understanding of maritime navigation to include aids to navigation,rules of the road and plotting geographic coordinates on nautical charts
Nautical chart reading
Navigate by dead reckoning
Navigate using coastal piloting
Navigate using onboard navigational equipment
Navigate craft at night
oHave an in-depth understanding of tactical small boat operations to include: Organizing a boat team
Prepare craft for operations
Maneuver multiple craft in various formations
Conduct patrols (day / night)
Support MIO Operations
Live fire operations from Navy small craft during day and night.
Escort Operations
Perform risk assessments utilizing the ORM process
oCraft Systems and Sub-Systems Operation and Maintenance of Craft installed Electronic Navigationsystems.
Operation and Maintenance of hand held, and installed boat,communication equipment and operating systems (water jet and propeller)
Have experience with logistical movement of small craft and associated gear
Prepare craft/gear for over the road transits via prime mover & boat trailer
Prepare a craft/gear for hoisting operations.
oPossess tactical operations planning experience using a military decision-makingprocess; organizational and individual planning; patrol coordination; development and issuance of a concept of operations, warning, and patrol; and mission debriefingoPossess experience in night operations, low-visibility operations, long-range navigation and operating small boats using Visual Augmentation Systems (VAS) or night vision devices. All instructors shall possess one of the following qualifications: 1. Have attended the Navy Instructor Training Course (NITC) (A-) (or military service equivalent),
2. Academic credentialing (teacher/professor), or
