Job Summary: The VTC Subject Matter Expert (VTC SME) is responsible for planning, analyzing, designing, developing, testing, configuring, installing, implementing, integrating, and managing network systems dedicated to transmitting voice, data, or video information. Adhering to DoD and USINDOPACOM security protocols, the VTC SME ensures the integration of cyber security best practices. The VTC SME designs and developments activities focus on modifying existing system configurations, encompassing both hardware and software. The role has a particular emphasis on network engineering for Cisco and VTC systems. Additionally, the VTC SME oversees the VTC and AV networked systems, ensuring they align with VTC best practices, DISA Security Technical Implementation Guide (STIG) standards, and updates related to system firmware, software patches, and certificates. The SME will also manage the system's physical and IT security, as well as handle processes related to the Electronic Key Management System (EKMS). Job Responsibilities: Design, deploy, manage, and sustain HQ USINDOPACOM VTC systems, ensuring conference room and desktop systems are operational per mission requirements. Additionally, perform AV-related duties including troubleshooting and installation when required. Provide expedited VTC services during restricted meetings, including attending the Alternative Compensatory Control Measures (ACCM) "Read-In" brief prior to technical support. Offer first-line (Tier 1) troubleshooting and maintenance for all USINDOPACOM AV and VTC systems, AV infrastructures, and AV Control Systems like AMX, Crestron, Extron, etc., in partnership with internal and external entities. Provide quarterly recommendations for new VTC systems hardware and software, suggest improvements to existing VTC systems, and present solutions, complex trouble resolutions, and associated risks. Configure and deploy network routers, switches, firewalls, VTC-specialized equipment, and related network devices on operational networks, ensuring no unplanned downtimes. Identify potential causes and mitigation solutions upon notification of failed AV and VTC network redundancy, including device testing, in conjunction with the government. Develop a lifecycle refresh plan recommendation for all AV and VTC equipment. Maintain, install, and update, including patching, the operating system for all USINDOPACOM VTC systems. Attend scheduled Configuration Control Board (CCB) meetings, representing J6421, and offer VTC expertise for USINDOPACOM projects. Monitor the USINDOPACOM Ticketing System for all assigned AV and VTC fix-it requests and assigned projects. Ensure compliance of AV and VTC systems with USINDOPACOM Information Assurance (IA) and security policies, including federal, DoD, DFARS, local, and industry standards. Implement and validate DISA Security Technical Implementation Guide (STIG), accounting for vulnerabilities on VTC systems, and take action to mitigate risks and ensure proper use and compliance. Analyze assigned processes, systems, and applications and recommend improvements and automation. Design, plan, and manage Continuity of Operations (COOP) Services for VTCs at both primary and backup locations, including liaising with local and distant-end VTC organizations. Provide emergent VTC Systems support in response to world contingencies, operations, or exercises to uphold the HQ USINDOPACOM mission. Submit a Monthly Status Report (MSR) to the COR-appointed Technical Assistant (TA) by the 5th of the month, detailing accomplishments, task issues, problem areas, items needing government action, and upcoming tasks for the next 90 days. Qualifications Minimum Qualifications: IAW DoD 8570.01-M, must meet IAT II minimum qualifications must have one of the following; CCNA Security CySA+ (Cybersecurity Analyst) GICSP (Global Industrial Cyber Security Professional) GSEC (GIAC Security Essentials Certification) Security+ CE SSCP (Systems Security Certified Practitioner) Must have at least 5 years of experience managing, maintaining, and operating Video Teleconferencing systems and networks. Must have experience managing Cisco-based network architectures in a DoD environment. Must be a Certified Technology Specialist (CTS). CCNA (Cisco Certified Network Associate) certification required. At least 3 years of experience with Electronic Key Management Program (EKMS) and cryptologic equipment to include KIV-7M and SG-250 families.
