QSI is seeking a Visa Liaison Officer to provide support to our government client in Sterling, VA. This office is responsible for providing security advisory opinions on visa eligibility in accordance with Immigration and Nationality (INA) Sections 212(a)(3) and 212(f). It also exercises the Secretary of State's authority in recommending waivers of ineligibility to permit temporary admission to the United States for foreign nationals. The office provides guidance and recommendations on visa policy related to national security exclusions and represents the Bureau of Consular Affairs (CA) on U.S. government steering groups related to screening, tracking, and watchlisting. To be eligible for this position, candidates must possess an active Top-Secret clearance. Revocation and Coordination Division (CA/VO/SAC/RC) Coordinates communication between the interagency and missions abroad on the Visas Viper program. Coordinates among missions abroad and interested Washington, DC agencies, including the Department of Homeland Security (DHS), the Intelligence Community, other offices with the State Department and the White House on security-related revocation requests for visa holders and issues pertaining to Department of State screening policies. Manages liaison programs with the INR watch and other U.S. Government agencies, including the National Counterterrorism Center (NCTC), the Terrorist Screening Center, and National Targeting Center. Advises on prudential visa revocations under INA Section 221(I) and coordinates such cases among law enforcement and intelligence agencies. Location Sterling, VA Level/Salary Range Starting $90K HR Contact Subrina Miles Job Category Non-Exempt Security Clearance Required Top Secret (may require SCI) Position Type Full-time Duties/Requirements/Qualifications Follow all relevant standard operating procedures (SOPs) and take direction from colleagues and superiors in order to accurately and promptly review and take action on Electronic System for Travel Authorization (ESTA) waiver cases in his or her assigned portfolio. Cases must be fully processed with a response provided to CBP no more than one business day after receipt of ESTA application, provided there are no complicated case specific processes to be resolved. Conduct research in accordance with the ESTA SOP and provide an expert opinion to the DOS Waiver Approval Authority as to whether or not a foreign national applying for ESTA falls within an approved waiver category. Effectively, professionally and timely respond to phone calls and electronic communications from colleagues, other USG agencies, Congressional offices, other DOS bureaus, and consular posts overseas. All inquiries must be responded to within one business day, even if the response is merely an interim reply of acknowledgement, and must include the appropriate regional/subject matter email collective. If incumbent requires guidance on the most appropriate response to an inquiry, he or she should request assistance promptly from the team lead. Locate and articulate FAM guidance, Department policies and case information in order to address inquiries or cases and address any issues relevant to the functional area of responsibility as appropriate. Safeguard and destroy, when appropriate, all sensitive information in accordance with Department guidelines. Assist, if tasked, in formulating, running, or facilitating in the management of special projects, case trackers, training, or other assignments relevant to either the ESTA portfolio or VO/SAC. Education / Experience Required Bachelor's Degree (advanced degree preferred), and; At least 4 years of written and oral communications in an office environment, including; At least 2 years of policy development, international relations, legal, and/or foreign service, including; Four (4) years of experience utilizing a variety of office software, specifically: MS Word, MS Power Point, MS SharePoint, MS Excel, and MS Outlook SECURITY CLEARANCE REQUIRED: Top Secret (may require SCI)
