Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Notice of Result letters will not be sent to applicants who respond to this flyer. Duties You will serve as Victim Advocate for the Family Advocacy Program (FAP). You will conduct education classes for Family Support Groups and the community on the prevention of domestic abuse. You will screen victims of domestic abuse, evaluate their needs, and provide them with information about domestic violence, safe, and confidential ways to seek assistance. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. The incumbent must meet the qualification requirements for FAP Victim Advocates described in 32 CFR Part 61, Subpart B "FAP Standards". You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. You will be required to obtain and maintain a current valid United States driver's license. Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assist in providing child advocacy, crisis intervention, carrying-out safety planning and procedures, and completing and issuing civilian and military orders of protection. 2) Advising on laws pertaining to family relationships and communications with lawyers, court officials, etc. 3) Independently plan, implement, and administer victim advocacy services and actives. 4) Familiar with using Microsoft Office Suite and Fleet and Family Support Management Information System (FFSMIS). To substitute education for the specialized experience: SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Successful completion of a Ph.D. or equivalent doctoral degree in a related discipline appropriate to the position
or Successful completion of 3 years of progressively higher-level graduate education leading to a Ph.D. degree
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements. Additional information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments. The incumbent may be required to work flexible hours including weekend hours, such as or 0900 -1800 to accommodate client's needs to have after hour care. The incumbent may be required to be on-call and provide 24-hour, 7 days a week domestic or child abuse response, including taking phone calls after working hours to respond to reports of violence, make notifications to authorities such as Child Protective Services as required, assist in crisis situations, and provide safety planning and referrals as needed. Due to the nature of the work, the incumbent may serve in an "on call" duty status outside of normal work hours that includes remaining ready to perform work, carrying a cell-phone and remaining in a reasonable call back radius, staffing the 24/7 support duty line, as needed; regularly checking email to respond to crises; and/or reporting to a designated post of duty to be ready to or to perform work. The incumbent must have or obtain within six (6) months of hire and maintain the Basic Advocate Credential and Comprehensive Intervention Specialist designation per the National Advocate Credentialing Program (NACP)/National Organization for Victim Assistance (NOVA) policy guidelines; and complete initial and ongoing certification training requirements Federal annuitant information: The selection of an annuitant is subject to the Department of Defense and Department of the Navy policy on the employment of annuitants.
