Job Description Summary:

The Vice President, External Affairs is accountable for government affairs efforts, both legislative and regulatory, concentrating on PBM and specialty pharmacy issues. Specific areas of focus are issue management, contract lobbyist relationships, political strategy and giving, coalitions, industry relations, and executive updates.

Essential Duties and Responsibilities include the following. Other duties may be assigned.
  • Responsible for trade association management, participating on committees, staffing executives, and providing company input on industry strategy and direction
  • Assist Sales and Account Management teams by supplementing existing client relationships with legislative updates and emerging issue analyses, as well as assisting in procurement efforts
  • Serve as a liaison between Legal and compliance, and various business units on interpretation and implementation of new laws and regulations
  • Facilitate intergovernmental organization participation and executive engagement with key elected officials and policymakers
  • Primary contact point with Attorneys General associations (and Insurance Commissioners) - developing relationships and advancing company objectives with a focus on merger and acquisitions
  • Collaborate with internal stakeholders on providing environmental updates, landscape analysis, and assisting with emerging issue management
  • Partner with business units on economic development opportunities for incentives, job retention, and capital investment
  • Assists in the development of internal policies regarding contact with public officials, political giving, and report filing
Supervisory Responsibilities

Manages assigned staff. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Client Responsibilities

This is an internal and external client facing position that requires excellent customer service skills and interpersonal communication skills (listening/verbal/written). One must be able to; manage difficult or emotional client situations; Respond promptly to client needs; Solicit client feedback to improve service; Respond to requests for service and assistance from clients; Meet commitments to clients.

Qualifications

Education and/or Experience

Bachelor's degree required preferably in business, public policy/administration, political science, healthcare management, hospital administration, science or math; Advanced degree preferred. Fifteen (15) years related experience at a healthcare, pharmacy benefit management or State healthcare agency. Must have deep understanding of the healthcare regulatory environment. Twelve (12) years leadership experience required.

Computer Skills

To perform this job successfully, an individual should have knowledge of Microsoft Office Suite Word Processing software.

Certificates, Licenses, Registrations

Pharmacist license, not required, but preferred.

Other Skills and Abilities

Effective communication skills; ability to work on and lead teams tasked with developing and enhancing the performance of key company objectives.

Reasoning Ability

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, verbal, diagram, or schedule form.

Mathematical Skills

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Working Hours

This is an exempt level position requiring one to work the hours needed to get the job done. Therefore one must have the flexibility to work beyond traditional hours and be able to work nights, weekends or on holidays as required. This may be changed from time to time to meet the needs of the business. Typical core business hours are Monday through Friday from 8:00am to 5:00pm.

Travel

This position may require domestic and international travel. A valid passport and ability to leave the United States is required.
