The PositionReporting directly to the Chancellor, the Vice Chancellor of Human Resources plays a key role as the primary steward of human resources programs and services essential for the success of both students and employees within the District. In the capacity of the chief human resources officer, this high-ranking position strategically plans, organizes, administers, reviews, and evaluates comprehensive District-wide initiatives that align with regulations in federal and California state law, Title 5, CCCD board policies, and collective bargaining agreements. Oversees all aspects of human resources, including but not limited to recruitment and retention, employment services, labor contract negotiations, staffing, professional development, performance management, employee evaluations, discipline, and Diversity, Equity, Inclusion, Accessibility, & Anti-racism (DEIAA). Essential Duties and Responsibilities

• Commitment to Anti-racism, Diversity, Equity, Inclusion, and Accessibility: The Vice Chancellor should champion anti-racism, diversity, equity, inclusion, and accessibility, fostering a district-wide environment where all students and employees feel welcome and valued. This includes promoting a culture that embraces different perspectives and backgrounds.

• Communication and Labor Negotiation Skills: Strong and open communication skills, including the ability to engage with diverse stakeholders, are crucial. The Vice Chancellor of Human Resources serves as the District's chief labor negotiator for certificated and classified personnel with an interest-based approach to problem-solving and negotiations. Provides leadership in contract administration for all collective bargaining agreements. Administers all aspects of collective bargaining agreements, including grievances, due process, appeals, and other legal procedures. Interprets and implements rules, regulations, and policies of the Board of Trustees and the directives of the Chancellor as they affect the negotiation process, labor relations, and legal issues related to the Office of Human Resources.

• Collaboration and Partnerships: An effective Vice Chancellor will be able to build and nurture partnerships within and outside the organization. Serves as a member of the Chancellor's Cabinet and other committees designated by the Chancellor. Under the direction of the Chancellor, provides liaison between the Board of Trustees, Vice Chancellors, college Presidents, and other administrative staff. Represents the District at meetings, conferences, and workshops related to leading the District's Human Resources Department.

• Visionary Leadership and Innovative Programs for Organizational Capacity: The Vice Chancellor should possess a clear and inspiring vision for the future of the District's Human Resources Departments, aligning that vision with the goals of the California Community College Chancellor's Office and the Chancellor's goals for Coast Community College District. Administers all aspects of the Coast Community College District Office of Human Resources including but not limited to employee benefits, employment services and employee records, recruitment & staff analysis, performance evaluations, investigations, conflict resolution, and retirement program information. Develops and implements robust and cohesive professional development programs, academies, internships, and/or apprenticeships to ensure organizational capacity and flexibility for future needs.

• Professional Development: Designs and oversees comprehensive professional development programs for faculty and staff, fostering continuous learning, skill enhancement, and career growth. Directs the comprehensive recruitment, successful retention, and promotional opportunities of a diverse faculty and staff through collaboration and leadership with district and college employee leadership. Develops strategic plans that will enhance the employment programs of the District and coordinates the state reporting process relative to human resources.

• Integrity and Ethics: The highest ethical standards should guide the Vice Chancellor's actions, demonstrating integrity, transparency, and accountability in all endeavors.

• Governance and Policy Compliance: Interprets, applies, and ensures compliance with California state and federal laws, codes, and regulations related to public human resources management. Provides effective leadership in personnel dispute resolution, investigations, and disciplinary actions. Participates in the development of District policy and procedure statements and the Board of Trustees' review of current policies. Ensures Board policies and administrative procedures related to human resources are aligned, up-to-date, and consistent with Collective Bargaining Agreements. Ensures effective and efficient District personnel processes and procedures using technology and streamlined organization. Directs the District's benefits, recruitment, records departments, and staff training, orientation, and professional development functions. Directs the coordination of state and federal reporting relative to human resources, including participation in local and national surveys.

Qualifications and Physical Demands

Minimum QualificationsThe minimum qualifications for service as a classified administrator shall be the following:

• A Master's degree from an accredited institution and 3 years of management experience in human resources or related field.

• OR a combination of education and experience that is at least equivalent to the above.

• Demonstrated evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation and ethnic backgrounds of community college employees and students.

Desirable Qualifications

• At least five years of general human resources administrative experience, of which three have been performed in a comprehensive educational environment.

• At least five years of increasingly responsible experience in negotiating and administering collective bargaining agreements.

• Demonstrated commitment to and understanding of participatory governance, academic freedom, and collaborative decision-making with an interest-based approach.

• Skills and aptitude to provide guidance and support to resolve personnel conflicts with a proactive approach.

• Strong communication skills including making effective presentations to large groups with differing backgrounds.

• Evidence of the development, enhancement, and promotion of comprehensive professional development programs for faculty, classified, confidential and management employees.

• Experience with computer systems and software applications related to human resources and employer/employee relations programs.

• Knowledge of local, state, and federal laws related to employment in education generally, and community colleges specifically.

• Experience working effectively with students, staff, faculty, employee organization groups, a Governing Board, and other governmental bodies.

• Knowledge of California community college equal employment opportunity programs.

• Earned Doctorate from an accredited institution is preferred but not required.
