About WSDOT Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. The Opportunity WSDOT is currently seeking a Utilities Technician for our North Central Region. The Utilities Technician will assist and support the Utility Accommodations Engineer in the preparation of permits and franchise documents for third party utilities within WSDOT right of way. The Utilities Technician regularly performs field reviews and inspections of utility installations to ensure utilities are installed in accordance with the required WSDOT specifications, design standards, and permits. This position requires knowledge of the WSDOT Utilities Manual, Design Manual, Standard Specifications and various other applicable manuals or the ability to research manuals and reference materials to gain the necessary knowledge in order to perform this job effectively. The Utilities Technician coordinates with multiple support offices within the Region as to approvals and/or input regarding utilities in the right of way. This position is also responsible for filing permit and franchises documents and inputting data into various WSDOT data bases. The Utilities Technician also performs data research and field review and inspection for others within Property Asset Management. What to Expect Among the varied range of responsibilities held within this role, you/the Working Title will: Perform field reviews and inspections of utility installations to ensure third party utilities are installed in accordance with the required WSDOT specifications, design standards, and permits. Complete inspector daily reports and document location of installed utilities. Perform field reviews and inspect DOT properties and right of way for compliance with requirements of permits or leases and documents findings through photographs and property inspection reports. Assist with field reviews of project sites for data collection related to utilities within DOT project sites. Inspect third party activity in the right of way to ensure compliance with the terms of General Permits. Research and collect existing permit and franchise information. Provide utility permit and franchise data. Qualifications To be considered for this opportunity, the following are required: An associates engineering degree and one (1) year experience as a Transportation Technician 2 or equivalent. Or a bachelor's degree in engineering, OR Certification as an Engineer-in-Training (ElT), or two (2) years as a Transportation Technician 2 or equivalent classification. AND Experience communicating effectively to multiple audiences both orally and in writing. Experience using standard software to prepare records, drawings, and documents. Experience adhering to safety policies and diligence in performing work in a safe manner. Valid Driver's License. It is preferred that qualified candidates also have: Construction inspection experience. Land survey and/or construction survey experience. Flagger and TCS training and understanding/familiarity with the MUTCD. Working knowledge of utility design and utility construction practices and procedures. Working knowledge and understanding of the WSDOT Utilities Manual, Design Manual, Standard Specifications. Experience with common WSDOT utilized computer programs such as RAMPS, Micro Station, WSPMS, UFD, ECM portal, GIS programs, and Microsoft Office products. Occasional inspection of utility installation and construction sites is necessary.
