Under the supervision of the Water and Wastewater Superintendent, or Utilities Foreperson performs work in the maintenance of water distribution and sewer collection systems, operates trucks and medium equipment in conjunction with the work. This position is responsible for the location, maintenance, and repair of water and sewer lines. Involved in the operation of equipment including sewer jet, pumps, tampers, pipe saws, compressors, jackhammers, and dump trucks. Install, maintain and replace water meters and fire hydrants. This position is required to be on-call at times with a 30-minute response time. Qualifications include possession of CDL Class B or higher. Successful completion of State Certification of Water Distribution and Sewer Collection Systems within one year of appointment. GENERAL PURPOSE Performs a variety of entry level, semi-skilled and skilled duties related to the day-to-day installation, maintenance and repair of water and wastewater distribution and collection systems. SUPERVISION RECEIVED Works under the general supervision of the Utility Systems Supervisor.SUPERVISION EXERCISED None ESSENTIAL FUNCTIONS Water Distribution: Maintains water pump house; assures proper levels of chlorine is administered into the city water system; assures the safe operation and maintenance of chlorine tanks and the proper and timely replacement of the same; makes adjustments to pressure reducing valves (PRVs). Maintains and repairs water and sewer mains, manholes, lift stations, pumps, valves, hydrants, water sources, controls, storage reservoirs, water meters and related installations; Assists with main line shut downs for water line repairs; monitors city water well storage levels; assures proper operation of telemetering equipment; tests fuses and resisters using OHM meter; replaces fuses and resisters as needed; maintains pump station; repairs water/booster pumps; removes and disassembles pumps; cleans and replaces defective parts, grease bearing, adjusts packing and reinstalls in pump housing. Reads residential and commercial water meters as needed to accurately bill customers for water usage; monitors leak alarm and determines leak sources using computer system and applications; performs field and shop repairs on water meters, removes meter, disassemble, cleans and/or replaces defective parts, reassembles and tests to assure proper working order; locates mains and services for crews, contractors and others; sets blue stake markers; performs service terminations as needed. Conducts scheduled and routine water sampling; conducts bacteriological samples for contractors on new water mains; orders and installs chlorine cylinders; monitors chlorine levels; runs weekly investigative chlorine residual samples for state agency; tests water using DPD tester to assure proper chlorine residual levels; reads water flow meter, chlorine pound per day gauge; calculates chlorine dosage and makes proper adjustments; monitors SCADA equipment to ensure accuracy of reports and equipment efficiency. Operates GPS unit or assists GIS Technician; marks all exposed underground utilities and surface features for GIS database; delivers new data to Engineering Department for uploading; locates existing mapping errors and reports to engineering for correction; maintains digital photo database of exposed underground utilities and corresponding GIS point numbers; relocates previously gathered points for Blue Stake and utility repair; provides updated maps. Wastewater Collection: Drives and operates city heavy and technical equipment in the maintenance, repair of city main and lateral sewer lines; including, backhoe/loader, jet flusher/vacuum, jet flusher/non-vac; drives and operates boom truck, dump truck(s), and water truck; collects mapping information to ensure accurate location of underground sewer mains, buried manholes, etc.; maintains utilities mapping system. Performs line cleaning and flushing; may e ter manholes to remove obstructions; including early warning devices, harness, winch, gas detector, pumps, compressor, compactor and fork lift. Storm Water and Flood Irrigation: Monitors pressurized irrigation system water flow; performs general repair and cleaning of ditches and ditch banks; removes obstructions from water grates; replace broken or damaged pipes and catch basins; maintains headgates; assures timely delivery of irrigation water; performs general pipeline and irrigation canal maintenance and installation; participates in flood control projects for management and prevention; control flows in ditches and canals, minimize flooding during flood season and peak flows throughout the city. Performs limited operational and emergency maintenance and repairs while engaged in irrigation operation functions; attends to various security aspects of irrigation operations, safeguards adjacent lands, properties, and persons against damage or danger from overflow, seepage, or canal breaching. General Functions: Performs duties with due regard for personal safety, that of other employees and the public; assists in training subordinates in proper safety practices; operates equipment such as a back hoe, loader, excavator, grader, sewer jet and portable equipment such as pumps, welders, generators, air compressors and similar units; takes water samples for testing; assists with grave site burials. Performs related duties as required. MINIMUM QUALIFICATIONS 1. Education and Experience: A. Graduation from high school or equivalent; AND B. One (1) year of general work experience performing above or related duties; OR C. An equivalent combination of education and experience. Knowledge, Skills, and Abilities: Entry level knowledge of operating basic manual and power tools; the standard practices, methods, materials and tools necessary for pipe line construction and repair activities; pipe fitting procedures, pipe classifications and type; the occupational hazards and safety precautions of trench work construction and pipeline maintenance work; hazards common to heavy equipment operation; drain system construction methods etc.; interpersonal communication skills. Entry level Skill in operation of medium and heavy equipment, i.e., loader, backhoe, skidsteer, dump truck, rodder/vactor, etc. Entry level Ability to operate heavy equipment of various kinds under varying conditions; make minor repairs on assigned vehicles, perform heavy physical labor; develop and maintain effective working relationships with co-workers, elected officials, local agencies and the general public; communicate effectively, both verbally and in writing; work from blueprints; tolerate weather extremes in the work environment; perform basic mathematical computations in reading and using various meters, gauges and related devices. Special Qualifications: Must become Water Distribution Certified Grade II and a Wastewater Collection Certified I within one (1) year of date of employment. Must possess a valid Wyoming State Class B CDL. Must become Flagger Traffic Control Certified. Must be or become confined space certified. Must be willing to work shift schedules, on-call and 24-hour standby. Work Environment: Tasks require variety of physical activities, generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, push and pull, bend and stoop, twist and kneel, and able to climb into and on to heavy equipment and vehicles; may be required to lift up to 50 pounds or more on occasion.
