Career Opportunity

A Utilities Locator for the City of Palo Alto identifies, locates, and marks the location of all City owned underground facilities. That includes: Water, Gas, Wastewater, Storm, Electric, Fiber, Street Light, Traffic Signals and Communications installations in conjunction with Underground Service Alert of Northern/Central California and Nevada (USA). A Locator must make use of considerable independent judgment as the accuracy of a locate depends heavily upon how the readings from the equipment are interpreted along with other resources such as mapping and system information. Using spray paint, colored flags, or whiskers the Locator marks facilities on the street, sidewalk, etc. to alert excavators that the City has buried subsurface utilities in order to facilitate safe excavation construction activities, minimize accidental damage, and disruption of service.

Ideal Candidate:

The ideal candidate for this position will have knowledge of locating municipality underground utilities and experience in using underground utility locating devices, utilizing GIS software, underground construction and have the ability to read maps and drawings, and possess basic computer software skills. Additionally, this candidate will need a strong work ethic, the ability to work independently, and have strong written and oral communication skills, as well as exceptional customer service skills.

Essential Duties:

Essential and other important responsibilities and duties may include, but are not limited to, the following:
  • Verifies the field location of all facilities and marks those locations in the vicinity of the area delineated per the Underground Service Alert (USA) request(s).
  • When assigned, access USA tags via the internet using the computer and, when assigned, organize and prioritize USA tickets in a timely and productive manner.
  • Completes mark and locate requests within the USA priority guidelines and procedures.
  • Reads and interprets maps and related material such as project plans, GIS, and DoxBrowser, to identify buried facilities and/or equipment.
  • When assigned, updates the locating database(s) and submits map updates to the mapping division as necessary.
  • Interacts with contractors, coworkers, and the general public to establish and maintain effective working relationships to ensure proper compliance under USA Law.
  • Other duties as assigned.

Minimum Qualifications:
  • Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills, and abilities which would typically be acquired through:
  • Equivalent to completion of the twelfth grade.
  • Two years of field experience in the construction and installation of underground facilities.
  • Must become Operator Qualified per Department of Transportation (DOT) 49 CFR-192 and must pass a training program to become a Qualified Person per California Government Code 4216 within the first six (6) months of employment, which includes familiarization with Cal OSHA Title 8, Section 1509Injury Prevention Program, USA North and Common Ground Alliance (CGA) and must maintain required certifications.
  • Possession of certificate of completion course pertaining to locating underground utilities is preferred, but must be obtained within six months of employment.
Special Requirements
  • Possession of a valid California Driver's License.
