Job Description

Under general supervision, drives and operates various types of motor vehicles and other automotive equipment in connection with construction and maintenance operations. Essential functions of the job include: driving and operating trucks and pulling trailers, as well as pulling and operating compressors and pumps which involve using safety chains and the operation of power lift gates; driving and operating sweepers as well as ensuring that brooms are maintained and changed as necessary; driving and operating semi-trailers which haul heavy equipment and driving snow removal equipment (Hetch Hetchy) and other pieces of equipment as well as winch trucks which have power take-off units; driving dump trucks with power take-off units which are used to haul brush, garbage, and sand and unloading materials at dump sites; operating multiple-unit tractor mowers and driving equipment in connection with the maintenance of grounds and athletic fields; operating street flushing and mounted air compressor equipment which involves loading water, operating auxiliary pumps, and adjusting sprayers; loading and unloading heavy equipment (such as various types of earth-moving equipment) and construction materials such as aggregates and waste; loading and unloading mail, instructional materials, supplies, equipment and furniture and making internal moves of furniture (SFUSD only); routinely working with multiple deliveries; ensuring that loads are properly and safely secured; cleaning and light maintenance on vehicles and equipment by checking oil, tires, and fluid levels, and changing fuses; operating two-way radio or other telecommunication device for information and safety; demonstrating effective customer service skills; preparing, in writing, a variety of reports such as daily reports which list driving activity, accident reports, maintenance reports, and monthly summaries; and performing required pre-trip and after-trip, DOT (Department of Transportation) and CHP (California Highway Patrol) inspections and completing appropriate forms.

Nature of Positions: Some positions may require the ability to work in inclement weather; in some cases to work evenings, weekends and holidays.

Qualifications

1. Possession of a valid Class B or Class A driver's license with a current Medical Certificate. License must have no restriction on driving vehicles with air brakes. Some positions in this classification require a Class A license and/or special endorsement for tankers, hazardous materials, and/or passengers; some positions require that the incumbent has no automatic transmission restriction. Some positions may require certification as a crane operator. Some departments may require that an eligible pass a departmental proficiency test as part of the selection process; AND

2. A good driving record, as defined below in DRIVING RECORD section (See also information on required submission of Department of Motor Vehicles printout); AND

3. Two (2) years of verified experience as a truck driver using heavy construction equipment or other trucks over 26,000 lbs. such as boom trucks, winch trucks, semi-trailers, sweepers, multiple-unit tractor mowers, dump trucks, or other construction vehicles with power take-off units and/or lift gates. NOTE: Experience driving a bus will not be considered as qualifying.

ALL applicants are required to submit the following along with their application:

1. Copy of your Class B or Class A Driver License with a current Medical Certificate

2. Copy of your Department of Motor Vehicles printout

3. Verification of Experience

DRIVING RECORD:
As part of the Minimum Qualifications review process, applicants will be required to submit a Department of Motor Vehicles printout.

The printout is available from any Department of Motor Vehicles office. The printout must be current, dated within one month of the date when requested. The printout must be complete and state the word "End" on the final page of the printout. Applicants who do not submit the printout will not be allowed to take the written examination. An applicant will be considered a negligent driver and he/she will be automatically disqualified if the driving record shows: 6 or more violation points in the last 12 months; 8 or more violation points in the last 24 months; or 10 or more violation points in the last 36 months. The months will be calculated from the date the report is requested.

VERIFICATION OF EXPERIENCE:
Verification of qualifying experience: Qualifying experience must be proven by submission of letter(s) of verification on official employer letterhead stationery, showing the name of the applicant, job title(s), duties, types and weights of trucks driven, dates of employment, with the title and signature of the employer.

City employees may submit a copy of a performance evaluation or a letter from the department's personnel office showing qualifying experience, but must verify outside experience as described above if City experience is not sufficient. City and County employees will receive credit for the duties of the class to which appointed. Credit for experience outside the employee's class will be allowed only if recorded in accordance with the provisions of Civil Service Commission Rules. Photocopies of license(s), medical certificate, and any special endorsements must be submitted when requested. If proof of experience is impossible to obtain, applicant may submit copies of W2's with a signed request for a waiver of the requirement for verification explaining why such verification cannot be obtained. Requests for waiver will be considered on a case-by-case basis.

Failure to submit a copy of driver license, current medical certificate, Department of Motor Vehicles printout and required verification of experience will result in rejection of the application.

Note: Falsifying one's education, training, or work experience or attempted deception on the application may result in disqualification for this and future job opportunities with the City and County of San Francisco.

SELECTION PROCEDURES
Written Examination: (Weight = 40%)


Candidates meeting the minimum qualifications will be tested to determine their relative knowledge, skill and ability levels in job-related areas which may include, but are not limited to: knowledge of laws, ordinances, and safety regulations (city, state and federal) pertaining to driving and operating various types of motor vehicles and other automotive equipment; knowledge of basic mechanics; ability to drive and operate trucks in a safe manner and to safely load and unload heavy and awkward equipment and materials; ability to read maps and follow written and oral directions.

Oral/Performance Examination: (Weight = 60%)

The applicants who pass the written examination will be tested to determine their relative knowledge, skill, and ability levels in job-related areas which may include, but are not limited to: ability to drive trucks in a safe manner; ability to perform routine maintenance, checks, and inspections on vehicles and equipment; knowledge of basic mechanics; ability to follow written and oral directions; knowledge of laws, ordinances, and safety regulations (city, state, and federal); and written and oral communications ability. The examination will include written forms to complete and a driving portion in which each candidate will have to perform a pre-trip inspection, brake test and drive a designated course in a truck

Qualified applicants will be notified by email of the exact time, date, and location of the examination(s).
  • Note: A passing score must be achieved on all examination components in order to be placed/ranked on the Eligible List.
Additional Information

EMPLOYMENT INFORMATION: The City and County of San Francisco's Substance Abuse Policy, in compliance with the Department of Transportation Omnibus Transportation Employer Testing Act of 1991 employing the Federal Motor Carrier Safety Administration (FMCSA) and Federal Transit Administration (FTA) regulations, requires drug and alcohol testing for employees in "safety-sensitive" positions. All 7355 Truck Driver positions qualify as "safety-sensitive" as defined by the (FMCSA) and FTA regulations.
