Work Location: Salem/Marion or Portland/Multnomah; hybrid position What you will do. The Transition Population Senior Policy Analyst will be a key member of the 1115 Waiver Strategic Operations Team. This position will serve as the strategic policy advisor and lead cross-agency work related to the coordination and oversight of statewide health programs and treatment service delivery systems for Oregon Health Plan (OHP) members who have experienced critical life transitions and multi-system involvement through Oregon Department of Human Services Child Welfare, behavioral health, or carceral systems. This position will focus on identification of need for strategic improvements in Oregons OHP programs developed in partnership with Tribal governments with land located within Oregons borders, OHAs Public Health Division, Oregon State Hospital, and Health Systems Division. This position works with Oregon Department of Humans Services, Oregon Education Department, Oregon Juvenile Directors Association, Oregon Youth Authority, Oregon State Sheriffs Association, Oregon Department of Corrections, public and legislative stakeholders, and advocacy or advisory organizations. Identification of needs may also occur through audits completed by the Oregon Secretary of State Office or the Office of Inspector General. The person in this position will identify program development needs, including administrative, legislative, and funding changes to improve the effectiveness of services. The person will handle complex and potentially controversial agency decisions and will routinely represent the agency in dealings with other state agencies, public and private sector organizations, businesses, and advocacy or special interest groups. WHAT WE ARE LOOKING FOR: Minimum Qualifications Any combination of experience and education equivalent to eight years professional-level evaluative, analytical and planning work. Example: A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work. Desired Attributes Experience in advancing health equity, addressing systemic health inequities and collaborating with diverse communities most harmed by social injustice and health inequities.
