Duties (1) Provides technical guidance and assistance to subordinate elements and other staff sections in planning, acquiring, preparing, conducting, and documenting individual and collective training. Assists in the preparation of training directives, operations orders, deployment plans, and readiness reports. Assists with command readiness inspections. May conduct evaluations of subordinate training operations, security, safety, and deployment readiness planning. Makes recommendations as appropriate to correct deficiencies. Performs assistance visits in the areas of training management. Assists in preparing training schedules, circulars, and yearly training plans. Performs research necessary to create or modify the units' mission essential task lists (METL) in accordance with critical wartime mission requirements. Assists with the coordination and support of internal/external evaluation teams. Assists in preparing plans for full or partial deployment. Reviews and provides guidance for the preparation of subordinate units' training assessment reports. Assists in the preparation of organizational training assessment reports. (2) Administers the command's school program for the Battalion. Assists with forecasting individual training requirements and coordinating with higher headquarters to obtain school training quotas (Service, NCO, Special, etc.). Monitors the execution of organizational training quotas and makes recommendations for reallocation. Reviews, approves, and forwards individual requests for training seats based on allocated quotas and availability of funds. Assists in resolving soldier prerequisite/eligibility problems. (3) Assists with collection and review of organizational readiness data. Reviews subordinate training readiness feeder reports to ensure current and correct information is reported. Assists in consolidating the training portion of the organizational readiness report. Provides training and assistance to commanders and unit personnel on reporting procedures and other matters pertaining to readiness. (4) Assists in administering the individual and NCO professional development training programs for the organization. Coordinates common task and skill-specific training programs. Provides assistance to training personnel within the command in scheduling training areas, obtaining training aids, requesting equipment, and other required materials. Procures, designs, reproduces and distributes a variety of training aids, map overlays, and transparencies necessary for the efficient operation and training of the organization. Receives, consolidates, and prepares reports for submission to higher headquarters pertaining to individual soldier readiness (i.e. common task test, weapons qualification, army physical fitness test). (5) Assists in the preparation of yearly training budget requirements. Inputs requirements into the automated funds management requisition and authorization system. Monitors the use of funds sub-allocated to subordinate units for use in training events. Prepares, reviews, and forwards for approval automated requests for orders. Verifies accounting classification data and coordinates with other organizations and higher headquarters to support unfunded events. (6) Assists in implementing and following security measures for such items as documents, arms and ammunition, and communication/automation equipment (communication security/computer security). May be designated as alternate custodian of classified documents or communication security/computer security account alternate. Assists in the preparation of anti-terrorism/force protection plans and procedures. Verifies compliance with procedures outlined in respective security regulations. (7) Assists in forecasting, allocating, and monitoring the usage of training ammunition for the command. Reviews unit requests for training ammunition. Ensures ammunition requests submitted by subordinate units are supported by the training plans, regulations, and directives. Redirects ammunition requirements to support training events. (8) May be required to support recruiting activities to assist in maintaining the organization at authorized strength by establishing personal contacts and maintaining effective working relationships with strength management personnel and key leaders of the community. May coordinate with other staff sections to support school activities such as "career days" for the purpose of informing individuals and groups of the benefits of belonging to the National Guard. (9) Performs other duties as assigned. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Favorable background check is required. Incumbent must possess or be able to acquire the appropriate level security clearance for this position. Qualifications This is a Temporary appointment, with a length to be determined by the needs of the agency. Temporary appointment will not exceed two years. SPECIALIZED EXPERIENCE: Must have 1-year specialized experience equivalent to at least the next lower grade (GS-5). Knowledge of Army or Air Force education and training programs regarding their principles and procedures. Experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Experience in the capabilities of communicative interpersonal skill applications and distance learning concepts. Experience as a participant and presenter during training and military or civilian conference events. PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of months/years.
