We support customers with Centers of Excellence in Washington DC, Huntsville, AL and Burlington, MA with an additional 36 locations across the U.S. Astrion has an exciting opportunity for a Test Manager to support the Base Information Transport Infrastructure (BITI) program, which is within the the C3I and Infrastructure Division (AFLCMC/HNI) and located at Hanscom AFB, MA. JOB RESPONSBILITIES: Participate in test concept development, test methodology development, test plan development, test execution, and test reporting, data reduction and analysis, and end-user operational testing Evaluate the configuration, capability, and operational relevance of test environments and ensure they are properly available to support all planned test events Select and apply engineering techniques and procedures to analyze and evaluate specific problem, data, or other features of the work which are broad in scope and complexity Review and evaluate the quantity, quality, and overall adequacy of results and conclusions drawn from accomplishment of test engineering tasks Independently prepare (or advise others in the preparation of) criteria, computation/analyses, specifications, cost estimates, test plans, and technical reports in the specific area of technical expertise Devise new and innovative approaches to problems encountered, and accomplish assigned tasks with efficiency, timeliness, and thoroughness. Deconflict schedule conflicts between multiple releases, providing high quality analysis and recommendations to the program test lead. Operate with general instructions; but select portions of work are reviewed in detail to measure adequacy of approach, execution, and presentation QUALIFICATIONS: Bachelors degree and 12 years of program management experience, 5 of which must be in USAF acquisition. Comprehensive knowledge of principles, policies and practices of DoD T&E Knowledge of roles and relationships within the DoD and Air Force T&E stakeholder community Experience with contractor, developmental and operational testing Experience with multi-service testing Understanding of AFMAN 63-119 processes as well as Test and Evaluation Management Plan (TEMP) development/coordination process Able to brief senior Air Force and DoD leaders when necessary Experience with working with Air Force Test Squadrons Experience with Developmental and Operational Testing Proficient Microsoft office skills: Word, Excel, PowerPoint, Access, Visio, and Project. Ability to work proactively, with minimal supervision, and effectively communicate orally and in writing, providing quality acquisition and program documentation (briefings, documents, plans, etc.).
