POSITION OVERVIEW The Advanced Framework for Simulation, Integration, and Modeling (AFSIM) is an innovative, open-source military simulation framework used extensively by the U.S. Department of Defense (DoD) and related communities. Managed by the U.S. Air Force Research Laboratory (AFRL), AFSIM supports scenario creation, analytical work, and virtual wargaming, benefiting from a collaborative user community across the military, government, industry, academia, and international partners. To enhance AFSIM's growth, the Department of the Air Force (DAF) is establishing a Model Management Office (MMO). In this cutting-edge new MMO the Technology Transfer Specialist shalladvise or assist in technology transition or transfer of MMO products and services through the appropriate Office of Research and Technology Applications (ORTA) and its officers. ESSENTIAL JOB FUNCTION Technology Transfer Strategy Advise or assist in formulating and executing effective technology transition or transfer strategies tailored for MMO products and services Assessing or evaluating product market viability, commercialization opportunities, foreign releasability, and corresponding Intellectual Property (IP) management plans Agreement Management Coordinate U.S. Government, U.S. Industry, and foreign government requests for technology transfer of MMO products and services through applicable technology transfer agreements and authorities Advise or assist in the execution of specialized agreements for instance, agreements that govern the use of MMO products or services in derivative works Export Control and Compliance Coordinate U.S. Industry requests for technology transfer or export license and articulate MMO positions regarding the safeguarding of critical MS&A technologies in accordance with national policy Security Cooperation Advise or assist in planning, directing, coordinating, and managing international security cooperation programs such as The Technical Cooperation Program (TTCP) Advise or assist in the development of new agreements that concern the transfer of MMO products and services to international partners Qualifications MINIMUM QUALIFICATIONS Education and Experience Bachelor's degree in Engineering, Science, Technology, Business, or a related field 5+ years of experience in technology transfer, commercialization, or intellectual property management, preferably within a government or military context Skills and Competencies Technology transfer strategy: Proficiency in developing and executing strategies for technology transition and commercialization Agreement management: Experience in managing technology transfer agreements, including U.S. and international collaborations Export control and compliance: Knowledge of export regulations and licensing requirements for technology transfer Security cooperation: Familiarity with international security cooperation programs and agreements Technical Proficiency Proficiency in intellectual property management systems and tools Competence with Microsoft Office Suite, especially for documentation and reporting Additional Requirements Active Top Secret Clearance US Citizen DESIRED QUALIFICATIONS Certified Licensing Professional (CLP) or similar certification in technology transfer and intellectual property is highly desirable Master's degree in a related field Experience with ORTA: Familiarity with the Office of Research and Technology Applications and its processes International experience: Experience in managing international technology transfer and security cooperation agreements Advanced strategic planning: Skills in assessing market viability and commercialization opportunities Applicants selected may be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information.
