Overview Technical Proposal Manager Job Description: We seek a highly skilled and proactive Technical Proposal Manager to join our dynamic team. This role is ideal for a candidate who excels in a fast-paced environment, demonstrates strong analytical skills, and can effectively manage multiple projects. The Technical Proposal Manager will be pivotal in orchestrating proposal development efforts, integrating essential IT knowledge throughout the process, particularly in response to government RFPs. Responsibilities Key Responsibilities: Comprehensive Proposal Development Oversight: Direct all phases of proposal development, from initial receipt of assignment and RFP to final delivery and customer receipt. This includes integrating IT-specific knowledge into writing, editing, illustration, and production tasks.
Resource Identification and Procurement: Identify and secure necessary IT resources for proposal development, ensuring access to specialized expertise in cybersecurity, cloud computing, data analytics, and software development.
Solicitation Analysis and Document Structuring: Analyze IT-focused solicitations (RFP, RFQ, RFI, etc.) and customer communications to determine optimal document structure and requirements, leveraging a deep understanding of IT terminology and industry standards.
Proposal Planning and Schedule Management: Develop comprehensive proposal plans, schedule outlines, and compliance matrices for IT-oriented pursuits, demonstrating proficiency in managing complex IT projects with multiple stakeholders and dependencies.
Strategic Meetings and Reviews: Coordinate and lead key IT project meetings, such as kick-off and strategy meetings, and conduct color team reviews, focusing on IT-specific solutions, innovations, and technologies.
Technical Information Gathering and Integration: Generate targeted questions and conduct interviews with technical and program management staff to extract critical IT-related information for proposal development, leveraging expertise in areas such as system integration, network infrastructure, and emerging technologies.
Guidance and Compliance Assurance: Guide proposal writers/contributors and subcontractors on IT-specific requirements and compliance standards, ensuring alignment with industry best practices and regulatory frameworks.
Proposal Editing and Compliance Verification: Collect and edit IT-focused proposal materials to ensure compliance with all section L&M or similar instructions/requirements, verifying the accuracy and consistency of technical content.
Communication and Stakeholder Engagement: Communicate IT-related proposal requirements and status updates to senior management and stakeholders, articulating proposed solutions' technical merits and advantages.
Continuous Learning and Adaptation: Stay abreast of the latest IT trends, technologies, and regulations, incorporating new insights and innovations into proposal development strategies to maintain a competitive advantage in the IT marketplace.
Additional Responsibilities: Analyze and interpret Request for Proposals (RFPs) to develop bids that align with the company's services and capabilities.
Collaborate closely with the capture manager, proposal team, and operations to ensure strategic alignment and coherence in all proposal efforts.
Develop proposal sections that comply with RFP requirements, focusing on technical and management aspects.
Lead and participate in all phases of the proposal process, from strategy planning to submission, ensuring adherence to deadlines and quality standards.
Engage with Subject Matter Experts (SMEs), Technical Writers, and Managers to gather information and refine and update proposal content.
Maintain and enhance proposal documentation and libraries, ensuring documents meet client and company standards.
Manage multiple proposals simultaneously in a high-volume environment, prioritizing tasks effectively to meet strict deadlines.
Continuously update knowledge of the company's solutions and products to effectively communicate the company's competitive advantages in proposals. Qualifications Qualifications: Bachelor's degree in English, Marketing, Communications, Business, Engineering/Science, or a related field.
At least 3-5 years of experience in proposal preparation and management within a government contracting environment.
Strong Color Team Review experience, Shipley or APMP Certification preferred
Project skills include data analysis, scheduling, budgeting, time and resource management, tech-savvy, communication, and risk management.
Interpersonal skills, including active listening, communication, presentation, team building, motivation, problem-solving, collaboration, and mentoring.
Thorough understanding of RFP structures and the ability to critically assess and respond to RFP requirements.
Experience with various proposals, including program and multi-award contracts (IDIQ, BPA, GSA).
Proficiency in Microsoft Office Suite, MS SharePoint, Adobe Acrobat, SalesForce, and other document and CRM tools.
Excellent organizational, leadership, communication, and time management skills.
Exceptional attention to detail and strong ability to write and edit technical content for clarity and correctness.
Availability to work extended hours on short notice during peak proposal development periods. Pay Range Salary Range: $150,000 - $175,000
