Technical Analyst

• Gets direction from OATS Management while working independently providing technical leadership acting as the Project Manager as needed.
• Acts as the technical liaison working with third-party vendors to document and clarify functional and technical requirements.
• Analyze, design, and document business processes, system features, and applications.
• Provides guidance defining technology solutions to improve visibility to business leadership.
• Develop comprehensive business and technical to communicate process workflows.
• Collaborate with cross-functional teams to gather information and insights for accurate documentation.
• Work with business leadership to prioritize work items and provide guidance to technical project teams to implement solutions.
• Analyze data by running queries, reviewing reports, and providing insight into data trends.
• Manage multiple tasks simultaneously ensuring all documentation is provided and updated accordingly meeting project timelines, scope, and budget.
• Effectively communicate with technical teams and document business and IT information in line with agreed processes and procedures.
• Meet and communicate with Medicaid stakeholders to understand and meet their requirements.
• Recommend new solutions to technology strategies and standards.
• Identify and recommend process improvements.
• Ensure compliance with Medicaid policies, rules, and regulations.
• Proactively identify potential implementation issues plan/implement mitigation strategies and help monitor/ track them.
• Balance technology and effectively communicate with technical teams and document business and IT information in line with processes and procedures.

Qualifications:

• The candidate will have 10+ years of experience acting as a Technical Business Analyst or Technical Project Manager.
• Bachelor's degree in computer science, data Analytics, or related field.
• 5+ years' experience in technical or systems-related analysis in the healthcare industry.
• Experience working with all levels of management and cross-functional teams to deliver technical solutions.
• Experience in software development, system analysis, or design and SDLC process.
• Proven experience defining business problems, and gathering, and documenting business requirements while consulting with technical teams to determine solutions to meet requirements.
• Candidate must be able to communicate effectively at all levels internally and externally with third-party vendors.
• Effectively conduct meetings with internal and external partners, documenting and distributing action items and meeting minutes.
• Excellent at communicating written and verbally to technical and non-technical team members and stakeholders.
• Define and document use cases and test scripts.
• Working knowledge of Healthcare Programs (i.e., Medicaid).
• Experience with Microsoft Products.
• Experience with DevOps.
• Experience with Business Process Modeling.
• Must be detail-oriented, self-motivated, and able to work independently and in conjunction with team members and leadership.
• Ability to work on multiple tasks at any one time while maintaining high-quality standards.
• Experience with large data sets, running queries, and analyzing data while guiding business users.
