Duties This position is located at Joint Force Headquarters - United States Property and Fiscal Office (USPFO) Purchasing and Contracting office or an ANG Base Contracting Office. The primary purpose of this position is to ensure successful market research, acquisition planning, contract award, contract performance management, and interpretation of contract law in order to provide the best, most efficient contracting strategies in support of the organization's vision, mission, goals, and objectives. The positions in this Title 5 program require incumbents to manage, supervise, perform, and develop policies and procedures for professional work involving the procurement of supplies, services, construction, or research and development using formal advertising or negotiation procedures; the evaluation of contract price proposals; and the administration or termination and close-out of contracts. The work requires knowledge of the legislation, regulations, and methods used in contracting; and, knowledge of business and industry practices, sources of supply, cost factors, and requirements characteristics. Requirements Conditions of Employment Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Qualifications THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to US citizens interested in helping the Department of the Army meet our mission requirements. THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC): Area of Consideration: This position is open to Area 1 Only. Area 1: Current employees (Tenure 1 and 2 / internal to the Agency) Area 2: All other applicants (external to the Agency) Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1. General Experience - All on-board Title 5 Excepted Service employees assigned to Series GS-1102 positions, must be certified at the next higher grade-level before considered as eligible for merit promotions to that level; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, a new hire applicant must have competent experiences that are commensurate/equivalent to the contracting program business with demonstrated understandings of the complex principles and concepts defined by the NG Title 5 Excepted Service Series GS-1102 positions. Specialized Experience - For promotions and hires, must have one year of specialized experiences that are equivalent to at least the next lower grade-level to qualify for initial hires and promotions. Experiences prepared the new applicant or the on-board employee applicant to perform the contracting duties of the applicable NG Title 5 Excepted Service Series GS-1102 graded position. An applicant must demonstrate the specialized experiences, as applicable and defined for each GS-1102 position as noted on the following pages, in order to qualify for a position identified by its applicable position description's GS- Grade and its Acquisition Contract Program Certification requirements. ADDITIONAL QUALIFICATION REQUIREMENTS: Veterans' Preference Program criteria are ALWAYS applied to identify the well-qualified applicants. The Priority Placement Program criteria are ALWAYS processed and cleared PRIOR to advertising Internal and External positions, via Job Vacancy Announcements. ALL SERIES GS-1102 NG TITLE 5 EXCEPTED SERVICE CANDIDATES' PACKAGES ARE PROCESSED/COORDINATED DIRECTLY TO NG-J1-TN THROUGH NGB OPARC FOR FINAL CONCURRENCE PRIOR TO FINAL APPOINTMENT. As a condition of employment, if the contract specialist is directed by his or her respective Contract Supervisor to hold a Warrant, he or she must pass the CORB PRIOR to appointment to the position. The applicant must possess or obtain a valid security clearance (Secret or Top Secret) within three months of appointment according to Army or Air Force Personnel Security Program Management Directives. To maintain the position - The incumbent must have a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006. This is an Army Acquisition and Technology Workforce position. The employee must meet DoD 5000.52-M requirements applicable to the duties of the position. CONDITIONS OF EMPLOYMENT & NOTES: 1. May be required to travel by military or commercial aircraft in the performance of TDY assignments. 2. May be required to work overtime. 3. Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. 4. The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. 5. Must meet certification requirements within 24 months of placement in the position. 6. The incumbent must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8. 7. In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually. 8. The incumbent must obtain and maintain the appropriate security clearance. 9. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. Education MANDATORY POSITIVE EDUCATION: Minimum Requirements for All NG Title 5 Excepted Service Applicants/Candidates: A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees. You must provide your diploma to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position. Initial hire applicants and employees must complete the certification requirements for their positions within 24 months of appointment. All NG Title 5 Excepted Service, GS-1102, employees, who do not complete the positions' required certifications within 24 months, are not retained in their positions.
