Responsibilities & Qualifications The program will provide direct IT services support to customer mission applications, systems, custom capabilities, supporting infrastructures, and other technology-based solutions in the CONUS and OCONUS. TekSynap provides custom-developed IT capabilities and operationalize advanced technologies from public, private, and academic sectors to support customer mission requirements. The program provides the ability to innovate and adapt capabilities, leveraging analytical Techniques, Tactics, and Procedures (TTPs) learned from embedded support to Combatant Commands (CCMDs) and tactical operations. This program includes, software development, data integration, system integration, direct operations, engineering, and Operations & Maintenance (O&M) support to mission applications, mission systems, and supporting infrastructure. RESPONSIBILITIES The Systems Engineering Lead will serve as TekSynap's lead engineer and SME for all aspects of direct operations support. The candidate will develop innovative analytical capabilities in direct response to mission requirements. The candidate will develop an Integration and Operations Plan for Government review and approval. This Plan will describe TekSynap's approach to executing direct operations support activities in alignment with the customer's mission. This plan will describe TekSynap's methods to foster collaboration and knowledge sharing among the contractor's personnel within this contract, mission-partner personnel, and customer personnel. The candidate will rotate personnel, where feasible, among contract positions to improve team dynamics, knowledge sharing, collaboration, and skillset diversification. The candidate will ensure that sharing of data, capabilities, and analytical methods are effectively facilitated among customer organizations and customer's mission partners to maximize adoption and adaptation to current and emerging threats and priorities; this includes utilizing applied data sciences, Machine Learning (ML) and Artificial Intelligence (AI). The candidate will provide ML and AI analytics, producing analytical products, and providing subject matter expertise. The successful candidate will be responsible for: Providing direct operations support and innovation to include identifying customer requirements, problem sets, capability gaps, and unique tactical requirements. The candidate will conduct rapid (as defined by the LTOV, a few hours to days or weeks depending on mission need) prototyping of analytical, visualization, modelling, and simulation capabilities in direct response to Combatant Commands (CCMDs), deployed forces, and other end users in operational environments. Providing direct support to customer partners to bridge the gap between customer and mission partners to connect them to customer data, tools, and expertise. Providing local, on-site mission IT capability and data integration support to customer mission partners related to any tasks within the scope of this contract. The candidate serves as SME for integration of customer capabilities into each partner's mission and as a specialist in harvesting and operationalizing multi-intelligence data. Providing mission IT integration support by assisting, supporting, and coordinating the integration of mission IT capabilities into mission-partner IT environments. Activities include identifying technical requirements, coordinating, and providing technical support to enable remote access to mission IT, and facilitating adoption and use of customer capabilities by mission partners. The candidate will identify partner-site IT infrastructure, technology, cybersecurity requirements, and procedures to enable the access, installation (where required), connection, approval, and use of customer capabilities. Providing mission IT innovation. The candidate will serve as a SME on mission-partner operations (e.g., mission priorities, threat-network analysis, operations/integration workflow analysis methodologies and TTPs, etc.). The candidate will identify mission-partner problem sets, questions, technical challenges, workflows, and urgent needs that can be addressed by the customer. Providing mission IT training and symposiums to include outreach activities such as conferences, technical exchange meetings, and collaboration events among customer and partners. The candidate will develop and deliver demonstrations, on-site capability training, briefings, and operational assistance, and will support training functions for mission IT capabilities. Providing data-enabled applied analytical support. Providing data sciences and lifecycle data management that includes data-source, data-integration, and data sciences support to enable applied analytical capabilities. The candidate will define a methodology and continuously improve the acquisition and integration of data sources for ingestion into mission IT capabilities. Developing agreements with external suppliers. These agreements detail technical specifics to support data exchanges and includes the development of draft agreements, technical specifications, data exchange methods and protocols, data exchange schedules, roles, responsibilities, and other information necessary to specify the inter-agency relationship and supply of data for ingest into mission IT capabilities. REQUIRED QUALIFICATIONS Minimum 12 years of specific, increasingly responsible for required experience below: Required experience: The customer requires that the Systems Engineering Lead has the following qualifications: Experience delivering IT support to DoD organizations, the Intelligence Community, CCMDs, deployed forces, or tactical operations. Experience delivering innovative, agile, rapid responses to internal and external partners operating in mission environments. Experience with military and/or IC intelligence analysis methodologies and TTPs. Experience leading delivery of services related to data management, data analytics, and/or data sciences. Demonstrated ability for oral and written communication with the highest levels of management. Demonstrated excellence in planning, directing, and managing IT projects/operations in an organization with 5,000, or more, employees. Demonstrated successful working knowledge and supervision of employees of various labor categories and skills in efforts similar in size and scope as referenced under this contract. Knowledge of industry accepted standards and best practices related to ITSM and Software Development (Ex. ITIL / Agile) Knowledge of DFARS and FAR regulations and requirements. Knowledge of DoD network and system security requirements. Knowledge of and experience with IT service management (ITSM). Knowledge of networking and network-based software applications. Demonstrated experience in DoD and/or IC environments. Previous supervisory, leadership, or mentoring experience with demonstrated ability to lead, coach, inspire, and develop teammates toward achieving desired goals and outcomes. Highly developed written and verbal communication skills. Ability to multitask and work effectively, independently, and in teams, ensuring timely completion of assignments and meeting established quality standards. Superior interpersonal skills, including the ability to interact in a professional manner with government officials, and teammates during periods of high stress and tight deadlines. An executive presence with the highest ethical standards, good presentation skills and the ability to make things happen in an environment of continual change and rapid growth. Education - Bachelor's degree required; Master's degree preferred. Clearance Level - TS/SCI Certifications Required - IAM L1 (CAP, CND, Cloud+, GSLC, Security+, HCISPP), and CSM (Agile) and Data (science or analytics), and PMP DESIRED QUALIFICATIONS The customer desires that the Systems Engineering Lead has the qualifications listed below: DoD 8570.01-M Level I or higher certification (any category or specialty). Possess an active PMI PMP certification.
