Duties Provides direct input or participates in meetings and/or conferences with engineering, production control, and other personnel involving the initial analysis of long-range work requirements. Reviews immediate and long-range requirements of organizational segments and groups supervised based on workload forecasts, and develops, for approval by superiors, plans for meeting long-range resource requirements. Plans the allocation of resources and the distribution of work to subordinate supervisors, and determines the internal plan to be followed by subordinate supervisors in applying those resources to accomplish work operations. Participates fully with higher level management officials and staff organizations in studying and developing recommendations concerning changes in specification requirements, work techniques, and standards. Revises organizational structures, responsibilities, and relationships; and improvement or modernization of equipment, facility layout, and workflow. Assigns and explains work requirements and operating instructions to subordinate supervisors, sets deadlines, and establishes the sequence of work operations to be followed. Maintains balanced workloads by shifting assignments, workers, and other resources to achieve the most effective work operations. Reviews and analyzes work accomplishments, cost, and utilization of subordinates to evaluate work progress, control costs, and anticipate and void possible problems by recommending corrective action to superiors. Participates with management officials and/or engineering personnel to develop qualitative and/or quantitative work standards. Evaluated work operations and reviewed completed work and inspection reports to assure that standards were met. Coordinates work operations with the supervisors of other organizations and functions. Develops and establishes internal procedures (e.g., meetings, content, and timing of reports) to be followed by subordinate supervisors to assure effective control and direction of work activities, organizations, and personnel supervised. Identifies long-range training needs for all levels of subordinate supervisors and workers and submits justification and funding requests to superiors and arranges for the accomplish of the training. Develops, publishes, and ensures employee compliance with standing operating procedures for the activity supervised. Ensures use of quality conformant products through compliance with established materials shelf life programs. Ensures all aspects of Force Protection to include physical security, facility and vehicle key control, property accountability, access control and employee protection in accordance with established policies and regulations. Ensures subordinates are trained, qualified, and equipped with proper protective equipment, environmental mediation equipment and materials. Ensures that employees wear appropriate safety equipment and follow pertinent safety precautions. Performs other duties as assigned. Requirements Conditions of Employment Selected individual will return to their former position when the temporary promotion is terminated. Management retains the right to terminate this temporary promotion action OR convert this position to permanent status without further competition. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement. Participation in direct deposit is mandatory. Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination. Pre-placement or baseline physical are required for newly hired or appointed Wage Grade personnel who may be potentially exposed to health hazards in the work environment. Qualifications MILITARY REQUIREMENTS: Since the position is temporary in nature, the compatibility requirements will be waived for a period of time not to exceed one year. Selecting official must verify that selected individual is currently assigned to a military unit in the Missouri National Guard and that the selection does not create grade inversion. Minimum Military Grade - CW4 (W-4) Title 32 National Guard employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE : Must possess experience or training that demonstrates your ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports. WS-14 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience that demonstrates your ability to plan, direct, and organize work assignments; review work requirements and establish priorities to meet deadlines; experience which provided knowledge of various lines of work performed; deal effectively with other people and gain their cooperation in achieving common goals; supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Education This job does not have a qualification requirement that allows substitution of education for specialized experience.
