Help Duties Direct technical and administrative personnel with functional responsibility for effective implementation of all processes relating to transportation. Subject Matter Expert, providing staff level advice and technical expertise on implementing policies, identifying recurring problems and trends and analyzing specific transportation issues. Study regulatory issuances and policy of higher headquarters, to determine their impact on current and/or future operations and plans and prepare and distribute necessary implementing directives / instructions. Provide personnel and resource management, supervision and foster teamwork and communication by facilitating the development of process oversight strategies and plans for the Team. Initiate requests for training and review and certify the accuracy of position descriptions to assure that those requiring adjustments are revised. Evaluate and resolve operational issues referred by subordinates, other Center Directors, District Directors or senior management. Provide and facilitate functional coordination across transportation Teams and supervisors. Qualifications To qualify for a Supervisory Traffic Management Specialist your resume and supporting documentation must support:Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-02 or GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes: Applying transportation and traffic management policies, principles, regulations and of standard transportation and movement procedures; administrative, personnel and training policies, regulations, and guidelines to provide staff assistance to subordinate activities Evaluating current and proposed programs, and recommend improvements based upon management, judgment, and technical considerations pertaining to transportation and traffic management. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Additional information For current permanent DCMA employees eligible as a Promotion, this position will be filled as a Temporary Promotion NTE 18 months and may be extended up to a total of five years or converted to a permanent promotion without further competition. For current permanent DCMA employees eligible as a Reassignment, this position will be filled as a Reassignment or Detail and you may be granted Administrative Return Rights to your previous position. For all others, if selected, this would be a Time- Limited Appointment NTE 18 months, and extended in increments of up to one year, NTE a total of six years. The selected applicant will be required to sign a written agreement acknowledging the conditions of this temporary assignment and that they may be released from this position upon management discretion. This position does not meet criteria for appointment of Reemployed Annuitants.
