Duties Summary The primary purpose of this position is to serve as a first-level Supervisor, providing planning, directing, organizing, and exercising control over Non-Supervisory employees assigned to the Air Force Research Institute (AFRI), Outreach and Journals Division (RIJ), Publications Production and Production and Projects Editing Branch and to perform professional-level research, writing, and editorial duties. Duties Plans, organizes, and directs the activities of the Publications and Projects Branch ensuring that publications and projects complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents the Outreach Division with a variety of installation and functional area organizations. Plans and prepares new text and revises existing ones. Acts as a consultant and troubleshooter to management, faculty and other personnel from AU schools and academic agencies on planning and design of instructional materials and other writings for publication. A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement. Disclosure of Political Appointments. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. Incumbent must be able to obtain and maintain a Secret Clearance. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have a Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position of a Supervisory Research and Writing Specialist. OR COMBINATION OF EXPERIENCE AND EDUCATION: Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes, (1) Providing knowledge of a wide range of techniques, methods, sources, and procedures within the field of research, writing, and editing for formal, scholarly publications; (2) Using expertise in standard word usage, syntax, parallel construction, transition, sentence structure, spelling, capitalization, syllabication, grammar, abbreviation, punctuation, indexing, and format as needed to compose documents and to ensure continuity and lucidity of complex subject matter for formal publication; (3) Using knowledge of safety, security, personnel management, and EEO regulations, practices and procedures; (4) Using a knowledge of military subject matter areas and related terminology such as Joint and Service-specific doctrine and strategy, national and military strategy and doctrine, military history and leadership, deployment of forces, logistics, weapons development and technology, international relations, and current events as needed to understand projects and establish rapport with others; (5) Communicating in writing and orally, preparing manuscripts for formal publication and for exchanging information with a variety of personnel such as joint project officers, authors, editors, subject matter experts, other production team members, and supervisors so that others follow instructions, consider recommendations, and cooperate to meet deadlines and quality standards; (6) Planning, organizing, and directing the functions and mentor, motivate, and appraise the staff of a small sized organization; (7) Working harmoniously and maintaining professional relationships with military and civilian scholars, researchers, foreign military personnel, etc.; (8) Performing a high level of skill using word processing and messaging tools such as Microsoft Word, Excel and Outlook. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of techniques, methods, sources, and procedures within the field of research, writing, and editing for formal, scholarly publications. Demonstrated experience with the use of the various finding aids appropriate to traditional and on-line library/archives, as needed to locate and identify subject matter sources, document sources properly, verify content, and select supporting information. Must include expertise in standard word usage, syntax, parallel construction, transition, sentence structure, spelling, capitalization, syllabication, grammar, abbreviation, punctuation, indexing, and format as needed to compose documents and to ensure continuity and lucidity of complex subject matter for formal publication. 2. Knowledge of safety, security, personnel management, and EEO regulations, practices and procedures. 3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of a small sized organization. 4. Skill and ability in effective written and oral communication, both for preparing manuscripts for formal publication and for exchanging information with a variety of personnel such as joint project officers, authors, editors, subject matter experts, other production team members, and supervisors so that others follow instructions, consider recommendations, and cooperate to meet deadlines and quality standards. 5. Knowledge of military subject matter areas and related terminology such as Joint and Service-specific doctrine and strategy, national and military strategy and doctrine, military history and leadership, deployment of forces, logistics, weapons development and technology, international relations, and current events as needed to understand projects and establish rapport with others. 6. Knowledge of the objectives and goals of Professional Military education, Air University and the Air Force, as needed, to plan and develop instructional materials. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
