Duties As a SUPERVISORY PROGRAM SPECIALIST (Chief of Staff) you will be responsible for the following duties: As Chief of Staff, you will be responsible for assisting with all phases of leadership, strategic direction, contractor oversight and delegated authority over the subordinate staff within the region. Responsible for Operations and Administration, Policy, Standards, and Communications in accordance with higher level guidance. Establishes, revises, or reviews policies, procedures, mission objectives and organization design for the staff as necessary to eliminate work problems or barriers to mission accomplishment. Responsible for supervising, managing, planning and directing a variety of enabling services that directly contribute to the successful achievement of Field Operations' mission within the region. Coordinating with DCSA HQ and other internal organizations to maintain effective communications and represent regional interests. Establishes goals and objectives, determines guidelines and priorities, plans and resolves funding and staffing problems and directs, controls and evaluates the operations of the elements aligned under the Regional Chief of Staff. Develops goals and objectives that integrate planning & integration objectives. Provides authoritative advice and consultation to all levels of management on matters relating to missions, functions and requirements of the organizational segment under the incumbent's supervision. Qualifying experience may have been acquired in any public or private sector job, and will typically be demonstrated by working at, or immediately below the level of the job being advertised, for a year or more. The previous work experience must clearly demonstrate the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience participating in the mission and functions of a government organization to include the programs, policies, procedures, rules, and regulations of the organization; using managerial principles (or techniques) to develop recommendations for improvement; experience in supervisory/managerial competencies including professionalism, leadership, teamwork, oral and written communication, strategic focus, responsibility and accountability and innovation and initiative, customer service and resource stewardship; analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of programs and/or organizational activities; organizing work, setting priorities, and determining resource requirements; and working with other organizations or parts of the organization to accomplish goals. Specifically you will be evaluated on the following competencies: 1. Organizational Awareness: Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization. 2. Vision: Understands where the organization is headed and how to make a contribution; takes a long-term view and recognizes opportunities to help the organization accomplish its objectives or move toward the vision. 3. Supervisory/Managerial: Knowledge of supervisory/managerial competencies including professionalism, leadership, teamwork, oral and written communication, strategic focus, responsibility and accountability and innovation and initiative, customer service and resource stewardship. 4. Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. 5. Decision Making: Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
