Serve as an expert on developmental Test & Evaluation (T&E) business management. Oversees the development and management of Program Objective Memorandums (POMs) and the annual operating budget, utilizing the Capabilities Analysis and Assessment Process (CARA) for which XP is the Office of Primary Responsibility. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions located here. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience must include plan work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Utilize specific knowledge and engineering management experience of T&E programs and major disciplines, including logistics, test avionics, electronic warfare, safety, performance and flying qualities, airframe systems, weapons delivery, human factors, reliability & maintainability to direct sound business analysis activities. Evaluate future resource requirements based on actual and forecast workload for test programs and the test support that will be required. Lead in the formulation and recommendation of policy, philosophies and concepts regarding the utilization of human and financial resources. Provide and ensure the National intelligence community receives engineering support for analysis of foreign capabilities Nominees must have: Specialized experience that is typical of work performed at the next lower grade/level position in the federal service (GS-13) or equivalent grade/pay band in order to be considered for this opportunity KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge in at least three of the areas of program management, engineering, business management, maintenance and logistics, as applied to the developmental T&E mission area. Expert professional engineering/engineering management knowledge in test and evaluation practices and procedures including the use of test facilities across the Air Force and DoD. Strong knowledge of the DoD systems acquisition process, DoD budgeting process, DoD logistics process, and the DoD procurement process. Strong ability to plan and organize work, to coordinate with TW units, other test organizations, Air Force and DoD organizations, as well as domestic and foreign government agencies. Strong ability to maintain good working relationships with others and provide mentoring and training to subordinates to help them foster good working relationships. Strong ability to communicate effectively with a broad range of personnel both orally and in writing and to use modern computer collaboration applications. Position specific skills and experience desired in a potential candidate: Minimum of a bachelor's degree highly desired At least five (5) years experience in aerospace Test and Evaluation desired Strong understanding of Test and Evaluation (T&E) to achieve Level 2 T&E Certification if not already obtained Knowledge of program management, engineering, and/or business management, as applied to the developmental T&E mission area desired PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
