Duties As a SUPERVISORY IT SPECIALIST (NETWORK/SYSADMIN), GS-2210-12, you will provide support to Automated Logistics Information Systems and Programs to all State/Territory activities/organizations and perform a wide range of specialized methods/techniques for planning; analyzing and identifying problems in order to develop and implement resolutions to administrative and systemic programs throughout the organization.e used in any other organization. 1. Serves as the SASMO IT Branch Section Chief. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher-level management. Initiates action to correct performance or conduct problems. 2. Plans and Directs Operations and Develops Policy. Plans, directs, coordinates, and interprets technical aspects of work functions/actions required of automated logistics information system operations encompassing a wide range of IT Management decisions. Ensures implementation and compliance with existing strategic and tactical architecture and infrastructure. Provides technical support and remote administration assistance for all subordinate units and Sustainment Automation Support Management Offices (SASMO) within the State/Territory. Provides input to and develops State/Territory level policy for automated logistics information system operations and ensures that new policies are consistent with the objectives of the Command. Coordinates with other information technology sections. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting customer goals and objectives. Provides advice to supervisor on significant issues and problems related to work accomplishment. 3. Performs Systems Administrator and Network Management Technical Functions. Requires a thorough working knowledge of Windows operating systems. Ensures smooth production operation of automated logistics information systems by performing various tasks that require privileged level access to servers, workstations, and networks. Isolates system failures, determines cause, and initiates corrective actions that require subject matter expertise in the various areas of the systems operations. Duties require extensive knowledge of systems administration management software, startup and shutdown procedures, disk management, backup and restore procedures, access control and security, installation and maintenance of system and application software, hardware and software configurations, and database software. 4. Responsible for the day-to-day activities for all supported Automated Logistics Information Systems and technologies as a part of a forward deployed Enterprise Service Desk (ESD). Ensures Information Technology Infrastructure Library (ITIL) standards are implemented. Performs Tier I and Tier II sustainment maintenance for all automated logistics information system workstations and assets in the State/Territory. Monitors the ongoing operation of networks to ensure connectivity for automated logistics information systems. Isolates the nature of network system failures and equipment problems, initiates corrective measures and resolves network outages. Responsible for troubleshooting, diagnostics and resolution of technical problems identified in SASMO work order tickets; initial setup of specified automated logistics information systems to include loading software, configuring modem and network card(s), assigning Internet Protocol (IP) addresses with correct subnet. 5. Represents the DCSLOG on DCSIM Configuration Control Boards (CCB). Represents the DCSLOG for implementing or improving logistical operations through Automated Logistics Information Systems and Programs. Performs other duties as assigned. Requirements Conditions of Employment Military Grades: E5-O3 Participation in direct deposit is mandatory. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license. CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate, to perform temporary duty assignments. 7. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, Failure to receive the proper IA certification may result in removal from this position. 8. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. Note: The caveat is that the states, territories, and the district cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services. 10. Wear of the military uniform is MANDATORY. Qualifications NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. MILITARY MEMBERS WITH BONUSES: Upon acceptance of a military technician position military members who are currently receiving a military Reenlistment/Extension Bonus (REB) or GI Bill-SR Kicker may lose incentive eligibility and may be subject to termination or suspension of incentive (includes indefinite and temporary technicians on assignment for more than 180 days in any continuous 12-month period). GENERAL EXPERIENCE : Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE : Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Experience in managing the function of the work to be performed.
