Duties Plan, organizes, and executes a wide range of complex activities for the Wing Commander's Inspection Program (CCIP), and the Exercise and Evaluation Program. Responsible for compliance with legal and regulatory requirements and ensuring the best interests of the Air Force and Airmen's needs are met. Develops, integrates, and directs the wing planning activities. Manages complex programs/projects, plans, and identifies difficult issues requiring modification to existing policies or processes; performs analysis for potential mission impact; develops alternatives and/or resolutions to deficiencies; and negotiates conflicting positions to ensure consensus from senior leaders. Plans, organizes, and directs the activities of the IG Inspections directorate/division/section, ensuring that the commander's inspection program complies with legal and regulatory requirements and meets command intent and satisfies customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Manages the integration of multi-discipline resources necessary to support wing/center-wide tasks and projects. Identifies future resource needs (to include facilities, equipment, and personnel), and implements strategies to support future plans and projects. Studies wide-ranging problems which may impact the overall mission of the wing. Requirements Conditions of Employment This is a drug testing designated position. Must be able to obtain and maintain a Top Secret Security Clearance. This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement. In Accordance With (IAW) Air Force (AF) guidance, incumbent must attend the USAF Basic Inspectors Course for Unit Effectiveness Inspection (UEI) or Commander's Inspection Program (CCIP) (as appropriate) within 90 days (180 days for ARC) (cont'd) (cont'd) of assignment to an IG position; and Wing IG inspectors of nuclear-capable units will complete the USAF Nuclear Inspectors Course within 180 days of assignment to an IG team. Qualifications In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for General Inspection Investigation Enforcement and Compliance Series, 1801. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Public Laws, Executive Orders, Department of Defense (DoD) Regulations, Air Force Instructions, and other issues related to the inspection process, to include DoD and Air Force (AF) administrative and inspection policies, procedures, techniques, and practices, as well as public information release and denial determinations (Freedom Of information Act, Official Use Request, Privacy Act, etc.); Knowledge of Air Force, Major Command (MAJCOM), and wing program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various wing entities involved in overall program planning and execution of military operations and evaluations. Knowledge of safety and security regulations, practices, and procedures; and knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and development of multifaceted plans and programs for conducting operations, and to adapt precedents or existing strategies to meet unusual needs, special demands, and determine feasible solutions to meet mission requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Ability to plan, organize, and direct the functions and staff of IGI; and to plan, organize, and negotiate effectively with senior specialists/management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; and work in a professional manner with wing leadership, as well as with local community, state, and/or Government agencies necessary to implement effective exercise and contingency response actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
