Duties Evaluate civilian/military human resources business processes, employment policies, and historical practices to streamline and improve quality of services. Cross-level and redistribute personnel to balance the workforce. Shares full responsibility for managerial oversight, advice, and guidance for all aspects and functional areas of US Army South's military and oversight of the civilian Human Resources programs. Provides leadership and administrative oversight, strategic planning and management of personnel and financial resources. Provides management consultative service involving the full spectrum of Civilian and Military HR functions. Ensure all Army active, reserve, and individual augmentee and civilian positions are fully staffed. Serves as a key member of command resource planning teams that consider budget, manpower, personnel and mission aspects of management and resource issues such as realignments and reorganizations. Provides expert advisory service and/or authoritative policy interpretations to the commander, staff and subordinate commands on highly complex issues. Serve as primary supervisor of the Military Manpower, Civilian Personnel, Programs, and Plans and Operations for Division Chiefs. Responsible for execution of the Human Resources, Strength Management and Manpower, Plans, Programs and Operations. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Top Secret security clearance required. Pre-employment and random thereafter drug testing required. Temporary duty (TDY) travel 25% or more of the time required. This position is designated Key. In the event of a national emergency or mobilization, this position will not be vacated and incumbent must report to duty. Incumbent must comply with DoD Foreign Clearance Guide, US Southern Command, US Army South, JTFs, and US MILGRP requirements for entry into and operations in country while on TDY and/or deployed or TDY. Travel to overseas location might require specific immunizations and training/certification IAW US Army South and Department of the Army Personnel Recovery policies. Official US Passport required. One-year supervisory probationary period may be required if not already completed in accordance with 5 CFR criteria.
