Duties As a SUPERVISORY FINANCIAL SPECIALIST, GS-0501-12, you will: This position is located in the Air National Guard Comptroller Flight in the Wing. This is an Air National Guard Dual status technician position. Dual Status technician require military membership, compatible military skill assignment and classification. The purpose of this position to serve as a supervisor with technical and administrative supervisory responsibilities to include the oversight of subordinate staff performing work related to a wide spectrum of pay operations (Military Pay, Civilian Pay, Accounts Payable and Travel Pay). This position has full responsibility for providing administrative support in the processing of pay actions. Requirements Conditions of Employment National Guard Membership is required. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Qualifications NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. MILITARY REQUIREMENTS: Selected individual must be assigned to a compatible military position in the following AFSC upon date of hire: AFSC 65FX, 65WX, 6F0X1. Aptitude scores can be checked on the vMPF or at the Customer Service in the Force Support Squadron and physical profile in the medical squadron. Military grade inversion within the full-time work force is not permitted. The military grade of the full time supervisor must equal or exceed the military grade of personnel supervised. BASIC QUALIFICATION REQUIREMENTS: To qualify an applicant for any GS-0501 position, apply and evaluate the applicant's competencies (Skills, Knowledge, Abilities, and Behaviors), military and civilian experiences, completed military and civilian education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following six basic qualification factors are applicable to the GS-0501 Career Levels: GENERAL EXPERIENCE: - Skill in collecting and analyzing data effectively, efficiently, and accurately. - Skill in applying procedures and directives by reading and interpreting program material. - Skill in presenting formal training presentations and briefings. - Ability to prepare reports and presentation formats. SPECIALIZED EXPERIENCE : To qualify for hire consideration into the ANG GS-0501-12 supervisory position located in the Wing Comptroller Office, the applicant must be eligible for entry into the position's financial management certification career program based on the position's GS-grade and/or the applicant's military rank before final approval and appointment is processed. The applicant must have at least 12 months of experience gained through military technical training schools are included in the one year on-the-job experience. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the occupational series and grade. The applicant's educational degree study program or military or civilian academic courses may substitute for some specialized experience. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. As a condition of continued employment in the ANG GS-0501-12 supervisory position, dependent on the position's certification level and contingent on the technician's military rank, the technician must complete the higher financial management certification within 24 months of appointment to the position. Knowledge, Skill, and Abilities (KSAs): Applicants are strongly encouraged to submit a separate sheet(s) addressing the Knowledge, Skills and Abilities (KSAs) and how they relate to work experience, education or training. Knowledge of laws, DOD Directives, finance regulations and financial management and operating procedures relative to the entitlements and allowances related to the payment of military personnel, civilian personnel, vendors, and travelers. Knowledge of pay systems supporting Military Services and Defense Agencies sufficient to identify weaknesses, recommend work around solutions to ensure pay transactions are accurately processed and are in compliance with applicable pay regulations. Knowledge of the overall DFAS mission and functions, operation, and relationships to other agencies to respond to special inquiries and task organizations for information and responses. Skill in preparing reports and in organizing and delivering briefings to managers, and wing leadership to encourage understanding and acceptance of findings and recommendations. Skill to exercise supervisory personnel management responsibilities. Education Substitution of Education for Specialized Experience To qualify for the National Guard GS-0501 Title 32 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
