Summary You will serve as a SUPERVISORY ENVIRONMENTAL ENGINEER/PHYSICAL SCIENTIST in the NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) Personnel Demonstration Project. The ND-03 pay band encompasses positions equivalent to GS-12 through GS-14. This position has a control point at the GS-13 Step 10 equivalent. Duties You will lead a team of employees that provide compliance support and technology transfer to Navy and Marine Corps installations. You will identify developmental and training needs of employees to improve production or increase the quality of the work directed. You will interpret environmental laws, regulations, and policies to ensure technical compliance with regulations. You will lead and assign tasks and priorities for employees to accomplish the department's environmental mitigation goals. You will brief officials (e.g., military, civilian, contractors, federal, state agencies) on matters related to environmental compliance. You will conduct technical evaluations of program operations to improve effectiveness and efficiency. Requirements Conditions of Employment Must be a US Citizen. Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. Qualifications This position has a Selective Placement Factor for the ND-0819, Professional Environmental Engineering Series, which requires you to currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Supervising, leading, and managing a multi-disciplinary staff;2) Understanding and demonstrating knowledge of Environmental Compliance programs, policies, and technology; 3) Conveying written information in a clear, concise and organized manner for the intended audience, using correct English grammar, punctuation, and spelling; and 4) Demonstrating the ability to clearly and effectively articulate before a wide range of audiences, making clear and convincing oral presentations, listening effectively and clarifying information as needed.
