Duties Plans, organizes, and directs the activities of Requirements & Optimization, ensuring that Asset Management Plans (AMP) and/or Sub-Asset Management Plans (Sub-AMP) complies with legal and regulatory requirements and meets customer needs Exercises supervisory personnel management responsibilities. Directs Effective Oversight and Management of the Requirements and Optimization's Customer Service Unit (CSU) Represents the Requirements and Optimization section with a variety of installation and functional area organizations Communicates and coordinates Section issues with higher headquarters, regulatory agencies, other installation units, community officials, etc. Directs the development and execution of Section budget and work classification system in support of engineering/operations planning and execution Requirements Conditions of Employment U.S. Citizenship Required Males must be registered for Selective Service, see A secret security clearance may be required If authorized, PCS will be paid IAW JTR and AF Regulations. IAW, DoDI 3020-42, Defense Continuity Programs This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. It may require a One Year Supervisory Probationary Period Qualifications In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include: management oversight for activities assigned to the Requirements & Optimization Section of the Operations Engineering Element within the Operations Flight, Civil Engineer Squadron; Provides facility and infrastructure requirements and optimization (R&O) management, contract execution, and squadron technical support to effectively execute the installation's mission, sustain quality of life, and optimize delivery of products and services; Services provided directly affect a large or complex, multi-mission military installation. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Asset Management Principles and Practices as it applies to Operations Management and Requirements and Optimization activities. Knowledge of CE work control, customer service, operations/maintenance management procedures, and functions and procedures of each type of CE work centers. 2. Knowledge of safety and security regulations, practices, and procedures pertaining to CE Operations. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing. 5. Knowledge of program planning and budgeting cycles, financial control, and budget systems; work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds; automated data processing system capabilities; real property management; and economic usage to effectively accomplish assigned functions. 6. Knowledge of analytical and diagnostic methods, procedures, and principles, and surveying methods, equipment, and techniques of measurements to identify project requirements. Knowledge of Computerized Maintenance Management and Sustainment Management Systems, system capabilities, economic usage to effectively accomplish assigned functions, and proficiency in Microsoft Office products (Excel, Word, PowerPoint, Outlook). Ability to manipulate data use macros and formulas, pivots tables and charts, perform data analysis, and build effective presentations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
