JOB SUMMARY

This position is located in the District Department of Transportation (DDOT), Operations Administration - Field Operations Branch (FOB). The function of the position is to serve as an expert traffic engineering technician with responsibility for continually support of Agency goals and initiatives by managing sign and marking programs and staff that fabricate, install, remove and maintain traffic control assets. This also includes developing, reporting, performance metrics, condition assessments and predictive analysis.

This position reports to the Branch Manager and is responsible for managing both in-house and contracted efforts to maintain high quality transportation assets. This position will be responsible for the continued implementation and development of the Agency's asset management system, planning or prioritization of work across the branch with the goal of helping deliver on the Agency's Vision Zero initiatives to improve roadway safety for pedestrians, cyclists, and drivers.

DUTIES AND RESPONSIBILITES

The incumbent will direct branch operational program and make the major traffic engineering contributions to the implementation and maintenance of all traffic control devices including signs, markings, and signals. Exercises overall responsibility of assuring the proper planning, coordination, timing, and execution of the wide variety of sign and marking programs and activities falling within the scope and jurisdiction of the branch. Provides technically authoritative advice and guidance to the employees and top-level administration management on complex, controversial, and/or sensitive city-wide traffic and parking signs and pavement marking programs and other traffic related issues. Devises methods for the maintenance, removal and installation of traffic signs, posts, traffic control devices, markers, flags, banners, bike control devices including the devising of required tools. Manages and reviews production, procedures, and personnel assignment schedules necessary to ensure maximum efficiency and safety in the installation and removal process.

The incumbent will manage and oversee activities associated with the installation, removal and maintenance of both static and electronic traffic control devices. Oversees field operations branch work orders and service requests. Evaluate work layout, utilized in accomplishing work functions. Develop estimate for traffic sign material and labor cost for roadway projects and special events. Provides estimates to other divisions, departments, and outside agencies for sign fabrication, sign and marking installation and removal. The incumbent will also assist in updating and maintaining DC Sign Manual, Sign library, Sign Installation Guide and Application. Spot checks work products for conformance with Manual for Uniform Traffic Control Devices (MUTCD) and DC Standards and Specifications, policy, criteria, sound engineering practice and economy; quality, capabilities of personnel, adequacy of production, and any conditions requiring modification of plans, procedure or policies.

QUALIFICATIONS AND EDUCATION

Specialized Experience - Experience that equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience to include but not limited application of FHWA policies related to Transportation oversight, application of Uniform Traffic Control Devices, extensive knowledge of traffic sign operations and maintenance, cost estimation of sign projects, Standards and Specifications for Highways and Structures, implementation of complex traffic sign, overhead signs, ground mounted signs, traffic and bike control devices and management of employees in conjunction with a collective bargaining environment.

Three (3) years supervisory experience in roadway sign fabrication, installation, and removal, maintenance and operations programs preferred.

LICENSES AND CERTIFICATIONS

The incumbent must possess and maintain a valid driver's license.

WORKING CONDITIONS/ENVIRONMENT

The work involves regular and recurring exposure to moderate risks and discomforts and requires that the incumbent stay continually alert and take special safety precautions.

The work involves in-office and field visits to the work locations.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit (Union): This position is not in a collective bargaining unit.

Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, ie, snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.

Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
