Duties Supervise and plan the work schedule and the operation of the division. Consider the work to be performed, the employees available to perform the work, and the qualifications and capabilities of the employees. Develop performance plans and rate employees. Evaluate employees' performance and conducts periodic counseling and recommend performance awards for employees. Develop and implement solutions to problems that affect Field Artillery Branch training, policies, regulations, etc. Assure that courses are continually updated to reflect current Field Artillery branch doctrinal concepts mesh with related courses in the Field Artillery school brigade and FCOE Non-Commissioned Officers Academy courses. Plan and conduct studies, which evaluate and predict program achievements and student performances. Advise the Commandant and Director of Training and Education as the proponents' principal integrator for Field Artillery individual training and education issues. Resolve doctrine and training issues relating to Field Artillery military occupational series by coordinating directly with various organizations to include Army University, DOD agencies, all military services, DA staff, and TRADOC staff. Generate studies and surveys to complete needs analysis for new courses. Perform needs analysis to provide input to analysis plan and long range training plans/requirements; conducting threat, doctrine, and mission analysis involving literature review and data collection to compile total task inventory. Oversee/perform/coordinate design process to translate analyses data into a structure or blueprint for training with the assistance of Subject Matter Experts. Provide input to System Training Plan, New Equipment Training Plans, System MAN-PRINT Management Plans, Manpower, Personnel and Training Assessments and the Qualitative and Quantitative Personnel Requirements Information/Basis. Requirements Conditions of Employment Must be able to obtain and maintain a Secret Clearance. AND In addition to meeting the basic requirement above, to qualify for this position you MUST also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Use expert Field Artillery knowledge and experience to coordinate the development of curricula for Field Artillery military occupational series (MOS) courses. 2) Possess a foundational knowledge of current and future Field Artillery training requirements to expertly advise the development of training and education products and requirements to include instructional design. 3) Conduct studies that evaluate and predict Field Artillery program outcomes. AND 4) Review completed Field Artillery instructional materials to ensure quality control before final production of learning products. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job (GS-13), you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.
