Summary This Supervisory DRT (Chief Technologist) is assigned to the Bay Pines VA Healthcare System, Radiology Service within the C.W. Bill Young VA Medical Center. Under the direct supervision of the Imaging Program Service Chief, the Supervisory DRT (Chief Technologist) plans and directs the radiologic technology cross-sectional program and has full supervisory responsibility for a large staff of supervisory DRT's and nonsupervisory personnel. Responsibilities The Supervisory DRT (Chief Technologist) directs, assists, and oversees plans and development activities of the radiologic technology program typically including a full variety of Radiology Service specialty sections: lnterventional Radiology, Mammography-General Radiology, Ultrasound and the clerical support section consisting of the Medical Support Assistants, to include Radiology Orders Management. The duties and responsibilities includes but are not limited to the following: The Supervisory DRT (Chief Technologist) will have and must maintain a full understanding of all procedures and examinations in hospitals or clinics under the direction of radiologists and other medical officers. The supervisory area of responsibility encompasses the clinical areas Radiology Service, which includes the General Diagnostic section, Ultrasound section, lnterventional Radiology, Mammography, and Program Clerks. He/she will direct and assist the diagnostic radiologic technologist supervisors with their specialties to provide excellent and efficient patient care. Through subordinate supervisors, assists and oversees plans and development activities of the Radiology Service to assure optimum patient care, quality control, and the economically efficient performance of allactivities. The objective of the examinations and procedures is to produce radiographic studies that are used in medical diagnosis and interpreted by Radiologists to locate injuries, foreign bodies, pathological conditions, or lesions within the body. All DRTs must be knowledgeable in Computerized Radiography (CR) and Picture Archiving and Communications Systems (PACS). Technologist meets the requirements set forth in See VA Handbook 5005, Part II, Appendix G-25 maintaining certification provided by the American Registry of Radiologic Technology, in order to perform Radiographic examinations. Incumbent is responsible for administrative duties pertinent to the Radiology Service and to the VA Medical Center. He/she will maintain complete and thorough working knowledge of all functions of the Radiology Service. Oversees and supports departmental monitors and evaluations, as well as overseeing the design and fostering of approaches to continuously improve the quality of the interdepartmental activities. Plays a major role preparing the Radiology Service for the Joint Commission on Accreditation of Healthcare Inspection (JCAH) and maintains all JCAH requirements. Updates and revises all JCAH Radiology booklets and the departments' policy and procedural manual. Develops administrative and operational plans when necessary to meet challenges, deadlines, priorities, and increased productivity to improve the flow of work in Services based on analysis of such factors as manpower, equipment utilized, workload, available examination of facilities, and personnel required for various examinations which require controls and records and coordination with other professional services. Performs annual performance appraisals for subordinate supervisors. The incumbent oversees and makes recommendations to the supervisory DRT's for employee's reassignments, awards and disciplinary actions. Approves all subordinate supervisors' personnel's overtime requests and approves/disapproves leave scheduled requests. Provides instruction and solutions to difficult problems that arise in all areas of Radiology Service. The incumbent must be able to give guidance in expeditious flow of productivity in all sections of the Radiology Service. Receives formal grievances, resolving those that can be resolved at a supervisory level. Takes disciplinary action as deemed necessary and proposes to a higher authority a specific disciplinary action consistent with the facts. Maintains regular contact with many inter-agency personnel, commercial contractors doing business with the medical center and community-based outpatient clinics. Contacts include Human Resource Management Service, Chiefs of other Services and upper management. Personal contacts are also made with referring physicians, nursing personnel, and as required, has direct contact with patients and their families. Other personal contacts are with persons outside the agency, which may include consultants, contractors or business executives in both formal and moderately unstructured setting. Qualifications Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. BASIC REQUIREMENTS Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3g.) English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and7407(d). Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments at this level. Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE). Grandfathering Provision. All persons employed in VHA as a DRT on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and certification that are part of the basic requirements of the DRT occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: DRTs that require a certification, may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. DRTs that require a certification only at higher grade levels must meet the certification requirement before they can be promoted to those higher grade levels. DRTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. DRTs initially grandfathered into this occupation, who subsequently obtain additional education and/or certification that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. Employees who are retained as a DRT under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as a DRT. NOTE: Each uncertified VHA DRT who was permanently employed on June 21, 1986, and whose competence in the safe administration of ionizing radiation was affirmed, in writing, by a VA licensed physician not later than January 1, 1987, is considered fully qualified. These employees may be promoted, changed to lower grade, or reassigned within the GS-0647 occupational series. Any employee initially retained in this manner who leaves this job series loses protected status and must meet the full requirements in effect at the time of reentry. GRADE REQUIREMENTS Supervisory Diagnostic Radiologic Technologist (Chief Technologist) - GS 12 Experience.
