Supervisory Contract Specialist with Security Clearance

Duties Serve as a Contracting Officer with authority to contract for Construction, Architect Engineering, Services and Supplies. Participate in acquisition planning, contract formation, advertisement, source selection, negotiation, partnering, resolution of protests, disputes, claims, and termination. Prepare decisions for sustainment or denial of mistakes in bids, protests, and claims, as well as recommendations. Provide technical oversight on contract activities carried out by non-procurement staff throughout the District. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This is an Army Acquisition, Technology, and Logistics (ATandL) Workforce position in the career field of Contracting. The DoD is adopting a single level of certification with foundational training and an examination (DoD Contracting Professional Certification Program). You must obtain this certification within 36 months. Must be able to obtain and maintain a Secret Clearance. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Must be able to obtain and maintain a valid state driver's license. Serves as Procuring Contracting Officer (PCO), warranted at or above the $50M threshold. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Minimum Qualifications for the GS-13: Specialized Experience : One year of specialized experience which includes experience in ALL of the following areas: 1) Performing extensive pre-award and post-award contracting procedures typically in Construction, Architect and Engineering, Supplies, and Environmental services; AND 2) conducting and/or administering reviews of various contracts, contracting plans, and contract changes and modifications; AND 3) preparing solicitations containing appropriate provisions, clauses, terms and conditions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.
