Duties Provide direction and guidance through subordinate supervisors and/or team leaders to a group of professional, technical and support personnel. Review negotiation strategies on major procurements providing guidance. Perform administrative, technical, and supervisory duties in all aspects of personnel management. Exercise full responsibility in the application of contract and procurement laws, rules, regulations, decision, other directives and sound business judgment. Initiate, develop, and recommend contracting policy and procedures for guidance and control of contracting activities. Apply procurement laws, rules, regulations, decisions and other directives and sound business judgement on all contractual actions. Analyze impact of contracting operations support reports and other information received and provides situational awareness and recommendations to senior leaders, sufficient to permit informed decision-making. Direct and manage efforts to research, analyze, develop, and/or implement initiatives designed to improve contract planning, processing and administrative practices. Initiate and direct actions to be taken to resolve specific problem areas, or incidents thereof, and furnishes technical advice on the adequacy or feasibility of initiatives and recommendations in contract operations support. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance. This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter. The duties of this position require occasional temporary duty (TDY) travel. Note: Travel within the U.S. and overseas by commercial aircraft. Acquisition Back To Basics: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty. This position is Critical Acquisition Position. Incumbent must meet the requirements for CAP. Note: Acquisition Corps membership is no longer required for Critical Acquisition Positions (CAP) and requests for waivers will no longer be excepted. This is a Critical Acquisition Position (CAP). This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement. Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights. This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed. This position is Mission Essential. The employee can be required to remain on duty or report for duty during contingency operations or emergency situations. May be required to work overtime and other than normal duty hours. In addition to the basic education requirement listed above, you must also meet the specialized experience requirement listed below: Specialized Experience: In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service which includes: 1). Managing the development, and establishment of a contractual strategy for assigned acquisition programs that satisfy customer requirements in accordance with contracting policies, regulations, and laws 2) Managing pre-award and post-award requirements involving complex and specialized procurements; 3) Conducting conferences in compliance with regulatory and procedural guidelines; 4) Issuing solicitation notices in compliance with regulatory and procedural guidelines; 5) Advising senior management on key contracting and procurement issues. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-03 or GS-13). Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
