Duties The primary purpose of this position: To serve as a first-level supervisor providing planning, direction, organization, and exercising control over non-supervisory employees assigned to the USNORTHCOM J5, working Counternarcotics (CN) and Countering Transnational Organized Crime (CTOC) issues and activities in support of the USNORTHCOM Counternarcotics mission as governed by 31 USC Section 1301. Duties: Plans, organizes, and directs the activities of the Counternarcotics/Countering Transnational Organized Crime (CN/CTOC) Branch, ensuring that CN/CTOC activities comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Manages USNORTHCOM CN Strategy, Policy and planning events. Represents USNORTHCOM in CTOC and CN matters with a variety of agencies and functional area organizations. In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies. This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations. This position has been designated as Critical Sensitive. "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement. The employee is required to obtain and maintain a Top Secret clearance as a condition of employment. Qualifications Conditions of Employment Continued: YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge and understanding of the Department of Defense, United States Interagency, and non-governmental Combatting Transnational Organized Crime and Counternarcotics programs. Knowledge of the roles, policies, procedures and organizational structure of DoD Agencies, Services, Joint organizations, combatant commands, and federal, state and local agencies, such as the National Guard, Department of Homeland Security, Department of Justice; ability to analyze information, reach quick and appropriate decisions, and effectively resolve problems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and understanding of the Department of Defense, United States Interagency, and non-governmental Combatting Transnational Organized Crime and Counternarcotics programs. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Ability to manage multiple projects simultaneously in support of national security missions. Ability to analyze information, reach quick and appropriate decisions, and effectively resolve problems. Knowledge of the roles, policies, procedures and organizational structure of DoD Agencies, Services, Joint organizations, combatant commands, and federal, state and local agencies, such as the National Guard, Department of Homeland Security, Department of Justice, etc. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
