Duties Serves as the supervisory auditor over multiple mobile contractors. Oversees the planning and performance of Department of Defense contract audit work and may support non-DoD agencies and certain foreign governments. Provides accounting and financial advisory services regarding contracts. Provides support for accomplishment of the agency strategic plan. Emphasizes DCAA's vision and goals to FAO staff. Supervises a number of audit teams lead by supervisory auditors as well as an administrative staff led by an administrative supervisor. Promotes teamwork and cooperation within the office. Fosters effective relationships with contractor representatives and government officials. Orchestrates effective accomplishment of the audit program plan, managing workforce and workload imbalances. Reviews audit reports and working papers to ensure that the reports are timely, responsive and comply with Generally Accepted Government Auditing Standards (GAGAS) and agency standards. Approves and releases audit reports. Requirements Conditions of Employment Must be a U.S. Citizen as verified through E-Verify Program. Qualifications You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, Basic Requirements: Degree: accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours (or 36 quarter hours) in accounting (may include up to 6 hours of business law). OR Combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours (or 36 quarter hours) in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor. Specialized Experience: In addition to meeting the basic requirements, you must have one year of specialized experience at the GS-13 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as: serving as a supervisory auditor responsible for planning, organizing and directing audit team work; conducting quality assurance review of auditor work papers and reports, and presenting review results to upper management; providing technical staff assistance and guidance to field audit offices in a variety of complex and highly technical audit program areas; planning and conducting technical, complex and comprehensive audits demonstrating an expert knowledge of audit standards. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level. Financial Management (FM) Certification Program: As a condition of employment, the selectee must meet the requirements of the DoD FM Certification Program. The FM Certification Program is a course-based program consisting of three certification levels. Level 3 certification must normally be completed within two years of the selectee's employment start date. Financial Disclosure: Completion of an Office of Government Ethics (OGE) confidential financial disclosure form 450 is required for this position. Selective Service: Males born after 12-31-59 must be registered or exempt from Selective Service (see ). Initial Probationary Period: You will be required to serve an initial probationary period of 1-year if one has not already been completed. You will be required to serve a supervisory/managerial probationary period of 1 year unless one has previously been completed. Drug Testing: This is a drug testing designated position. You must pass a drug test before your assignment to this position and you will be subject to random drug testing subsequent to your assignment Background Investigation: All selectees will be subject to a Single Scope Background Investigation (SSBI). You must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level and eligibility to obtain Special Access Programs. You will be subject to a random counterintelligence scope polygraph Telework: Telework availability will be based upon the mission requirements and supervisory determination. PCS: Relocation expenses reimbursed - Yes - You may qualify for reimbursement of relocation expenses in accordance with agency policy. Relocation expenses will be offered based on agency staffing needs and budgetary availability.
