Summary You will serve as a SUPERVISORY AIR TRAFFIC CONTROL SPECIALIST (TERMINAL) in the AIR TRAFFIC CONTROL FACILITY of MARINE CORPS BASE HAWAII. Duties You will supervise and evaluate civilian and military personnel. You will sequence, space, and issue clearances and instructions to aircraft operating within designated airspace. You will maintain continuing surveillance of all radar control positions ensuring safety and proper technique. You will coordinate the assignment of Air Traffic Control Facility personnel. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Air traffic control specialists must possess the facility ratings required at the facility where the position is located. You will be required to maintain a valid Air Traffic Control Specialist and/or Control Tower Operator Certificate. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain current requirements of the X-118 Qualification Standards and valid Control Tower Operators' Certificate (AC Form 8060-37, Airmen Written Examination Report). Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. You will be required to successfully complete a pre-appointment physical examination. Also must be able to pass and maintain a Category III (Flight) physical examination. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. You will be required to possess or obtain a rating for the facility (MCAF Kaneohe Bay). Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing some or all of the following duties: 1) Identifying and coordinating air traffic control facility requirements relating to personnel, training, equipment, and supply; 2) Acting decisively under stressful situations and to maintain alertness over sustained periods of pressure; 3) Coordinating plans and actions with pilots and other controllers; and 4) Demonstrating proper judgment to select and take the safest and most effective course of action from among several available choices.
