Duties Serves as the Deputy Site Director, responsible for management and oversight of Site Operations, including managing Audit, Finance, Business Management, Sensitive Activities and Accounting Operations. Serves as the Accounting Operations Director, responsible for the oversight of Accounts Receivable, Accounts Payable and Accounts Maintenance and Control Mission Areas. Participates with the Rome Site Director and other Site Directors, as well as headquarters staff, in the design of near and long-term strategies for modernizing accounting and finance service delivery systems. Maintains constant liaison with top management officials within DoD, DFAS, and other executive branch agencies and the private sector to identify program requirements, management needs and to discuss Agency proposals regarding new or revised systems. Ensures that site programs and policies are implemented in accordance with Agency goals and objectives, and are consistent with the management objectives of the DFAS Director. Monitors work, identifies and resolves problems, and assesses overall effectiveness, efficiency, and productivity. To qualify for this position you must meet one of the basic requirements described below: (1) Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR (2) Candidates may also qualify through a combination of education and experience: At least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor. In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-14) in the Federal service, which demonstrates the ability to perform the duties of the position. Specialized experience is defined as: interpreting and advising others on accounting and financial policies, regulations and principles on new mandates and/or highly controversial issues having Agency and/or enterprise-wide impacts; Advising internal and external agency stakeholders on enterprise-wide financial processes/operations to ensure financial integrity. This experience must demonstrate a mastery of and skill in applying professional knowledge of the theory, concepts, principles, and practices of accounting to comprehensively plan and coordinate a variety of finance and accounting functions, operations, teams and interfacing systems that encompass both staff and technical accounting operations. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
