CAREER DESCRIPTION SUPERVISING PUBLIC HEALTH NURSE In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates: Effective June 28, 2024 - 4.25% increase Effective June 27, 2025 - 4.00% increase Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization. Premium Pay In addition to the hourly salary, eligible applicants may receive premium pay for the items listed below: Bilingual pay: Qualified employees who meet the criteria found (page 19) shall receive an additional seventy (70) cents per hour for all hours paid. Night Shift Differential pay: Employees assigned to a night shift shall be paid a night shift differential for each hour actually worked on the assigned night shift and shall receive an additional one (1) dollar and twenty-five (25) cents per hour (page 17). Other Additional Premium Pays This recruitment is Open to the Public. This recruitment will be open for a minimum of five (5) business days and will remain open on a continuous basis until 11:59 p.m. (PST) on the day the County's needs are met. This recruitment is being held to establish an Open eligible list to fill current and future Supervising Public Health Nurse positions within the Health Care Agency. This recruitment may also be used to fill positions in similar and/or lower classifications. HEALTH CARE AGENCY The County of Orange, Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the leadership of the Agency Director, a dynamic executive team with an organizational structure comprised of five (5) service areas - Strategy and Special Projects, Mental Health and Recovery Services, Correctional Health Services, Medical Health Services and Public Health Services - is committed to meeting the health needs of the diverse Orange County community. THE DEPARTMENT Through assessment, policy development and assurance, Public Health Services (PHS) provides a wide range of services aimed at reducing death and disability by reducing the transmission of communicable diseases, preventing and lessening the impact of chronic diseases, and ensuring healthy and safe environments. THE PROGRAMS Clinical Services The Clinical Services Division promotes the health and well-being of infants, children, adolescents, adults and families through service delivery within specialized medical and dental clinics, and provides prevention, care, and treatment services for sexually transmitted diseases (STD), human immunodeficiency virus (HIV) and Tuberculosis (TB). Public Health Nurses (PHN) work within the clinical environment to assist with the assessment, linkage and case management for clients within the Family Health Clinic. PHNs assist with the investigation and treatment of the reportable communicable disease of TB, HIV and sexually transmitted infections to prevent spread in the community. Communicable Disease Control The Communicable Disease Control Division is responsible for monitoring the incidence of reportable communicable diseases in the community; preventing communicable diseases and promoting disease prevention. In addition, the division has responsibility for registering Orange County births and deaths and issuing associated certificates and permits. PHNs assist with the investigation and treatment of reportable communicable diseases to prevent the spread in the community. Community and Nursing Services The Community and Nursing Services Division provides public health nursing and social services in the home and community using public health principles, nursing, and social and behavioral health knowledge focusing on the provision of primary, secondary and tertiary prevention, and health and social services. PHNs, Social Workers, Behavioral Health Clinicians, and Community Health Assistants work with individuals, families and community groups to promote health and to provide for referral to appropriate services based on identified needs. Staff collaborate with community organizations and groups in conducting community health and social assessments, conduct outreach to at-risk populations, and in health care policy development and assurance. Staff also provide assessment, case management, client advocacy, preventive health teaching, and assistance with health care and social services access to clients during home visits. Current priorities include clinical and social support for high-risk and teen pregnancies, infants and children with potential life-impacting health conditions, children and youth in foster care, and adults and older adults needing assistance in securing medical care or help with chronic disease. THE OPPORTUNITY As a Supervising Public Health Nurse, the incumbent will be responsible for supervising and coordinating the delivery of public health nursing services in professional nursing unit(s) or clinical service(s). The incumbent will also be providing specialized or highly sensitive services with a County-wide impact OR unit(s)/clinic(s) where the services provided are highly complex and varied. Incumbents at this level are required to act with considerable independence and access to higher-level medical staff may not be readily available. Incumbents are expected to possess a broad range of nursing knowledge and expertise in order to supervise a subordinate staff, which includes positions with responsibility for complex, varied and/or highly specialized nursing functions. Due to the nature of the services provided, incumbents will interact frequently with the community and represent the Health Care Agency's views on a variety of sensitive issues. This position provides services during the normal business days (Monday through Friday) and may be assigned to work alternative hours, as needed. DESIRABLE QUALIFICATIONS & CORE COMPETENCIES The ideal candidate will have knowledge, skills, and abilities in the following competencies: Clinical Expertise and Knowledge Experience Knowledge of health conditions affecting older adults, adult, adolescent, pediatric and prenatal populations with acute, chronic and/or communicable diseases Strong understanding of the principles of case management Understanding of County, State, and Federal resources Working with high-risk populations, e.g. conditions that require multiple medical coordination, clients with behavioral health problems and substance abuse issues Experience working with Federal and State funding programs (e.g., Medi-Cal, Targeted Case Management (TCM), Title XIX) Knowledge of Health Insurance Portability and Accountability Act (HIPAA) guidelines Experience using Electronic Health Record (EHR) systems Proficiency in Microsoft Excel, Word, PowerPoint, and Outlook Leadership/Supervision Managerial Skills Supervising clinical staff and/or leading a team of clinical staff Working collaboratively with Human Resource Services for training, performance evaluations, addressing performance issues, hiring, and retention of nursing staff Maintaining standards of Public Health Nursing and ensuring that services rendered are in compliance with Federal, State and local laws and regulations, and establish policies, procedures and protocols of HCA and PHS Mentoring staff and nursing students Problem Solving and Critical Thinking Analyzing and recommending revisions to program policies, procedures and protocols, to ensure compliance with State requirements and legal mandates Conducting ongoing evaluation of effectiveness of services and initiating improvements by directing staff in continuous efforts to improve quality, productivity, and effectiveness Adapting to changes according to the changing needs of the populations served and County operations Determining and improving resolutions to client-related issues Communication and Collaboration Communicating clearly and effectively both orally and in writing Participating in, and representing the program, division or service area on committees and subcommittees within the County and/or the community MINIMUM QUALIFICATIONS Please click here to learn more about the minimum qualifications for the Supervising Public Health Nurse classification as well as the physical and mental requirements and the environmental and working conditions.
