To achieve the mission, HPARD is seeking a Superintendent Master Plumber to perform professional administrative functions in the supervision, coordination and evaluation of journeyman plumbers or apprentice plumbers in the maintenance and management of City buildings and facilities. Duties will include but are not limited to: Assigns and coordinates staff work schedules. Plans, organizes, administers, monitors and reviews work quality and staff productivity. Recommends operational improvements to his/her supervisors and leads workers in implementation through Cityworks System. Tracks plumbing equipment inventory, procurement, distribution, and warehousing. Reviews plumbing plans, bids, and prepares budget estimates. Oversees bids and the work done by the City's selected plumbing contractors. Monitors divisional budget expenditures ensuring compliance with established policies. May assist with the preparation of the annual budget, budget estimates and operational reports. May assist with the creation and management of various service contracts associated with the operation of facilities. Provides guidance and policy interpretation to staff; promotes in-house training and workshops. Secures plumbing permits to install fixtures in City-owned Park facilities. Ensures adherence to local plumbing codes. Provides guidance and leadership to personnel with complex work assignments and inspects completed tasks to ensure quality standards are met. May handle special projects as requested. Position requires driving to perform duties. WORKING CONDITIONS The position routinely requires lifting of moderately heavy items up to 40 pounds and/or very long periods of walking on rough surfaces on a routine basis. There are routine discomforts from exposure to moderate heat, cold, moisture/ wetness and unpleasant air conditions. The position may involve routine exposure to soiled materials and light chemical substances such as cleaning solutions. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal. EDUCATION REQUIREMENTS Requires an Associate's degree in Recreation, Business Administration, Construction Management or a closely related field. EXPERIENCE REQUIREMENTS Six years of progressively responsible professional and/or skilled experience closely related to the activities of the section are required, including three of the years in a supervisory capacity. Directly related professional experience may be substituted for the education requirement on a year-for-year basis. LICENSE REQUIREMENTS Must have a valid driver's license and comply with the City of Houston's policy on driving (A.P. 2-2). State of Texas issued Responsible Master Plumber License (RPM). Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
