Description The purpose of this classification is to perform administrative and technical work at the management level, overseeing construction projects, maintenance activities and general operations of the Water Department for the City of Alexandria. This position is subject to 24-hour call. Examples of Duties Manages subordinate supervisory, technical and support staff; supervisory duties include instructing, assigning and reviewing work, planning, maintaining standards, coordinating activities, allocating personnel, acting on employee problems, selecting new employees, and recommending and approving transfers/promotions, discipline, termination, and salary increases; reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed. Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise. Oversees projects and work activities to monitor progress and ensures compliance with established standards; advises field crews in techniques and practices; reviews reports; reviews and approves requests for materials and supplies. Organizes, schedules, supervises, assigns, reviews and inspects operations, maintenance and construction activities of the water production and distribution system; inspects, recommends and directs alterations and modifications to the existing water production and distribution system and its components; reviews drawings, plans and specifications relating to new and existing projects, equipment and components. Designs, plans and implements administrative systems and procedures necessary to increase production and reduce operating costs; writes and amends safety rules and regulations; oversees the administration of the department's safety program. Reviews and approves all emergency operation plans for the Water Department. Develops fire protection requirements and ensures maintenance of the fire hydrants.Updates, implements and maintains the backflow prevention program. Updates and maintains a hydraulic model of water system. Participates in the process of developing specifications for equipment and material procurement; prepares and writes contract provisions and specifications. Ensures compliance with all applicable rules, regulations, standards, policies and procedures; ensures compliance with the EPA, DEQ and the Department of Health and Hospitals rules and regulations; initiates any actions necessary to correct deviations. Ensures department goals and vision are aligned with those of the organization. Establishes and administers a comprehensive budget for the support of all required projects, programs and services; prepares and submits the annual budget for approval; analyzes, prepares and presents monthly departmental budget reports, updates and budgetary activity data; submits financial reports to peers and staff members; provides financial analysis and the potential impact of requested expenditures; prepares, reviews and/or approves/disapproves purchase order requests and bid advertisements. Participates in short and long-range study and research activity to ensure adequate water supply is maintained; ensures water quality meets federal, state and local requirements and guidelines. Typical Qualifications Bachelor's Degree from an accredited college or university in Civil, Chemical, or Environmental Engineering or related field; supplemented by seven (7) years of progressively responsible supervisory experience in water utility management, contract administration, water system design and construction or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess Class IV certifications in Water Production, Distribution, and Treatment as issued by the State of Louisiana at the time of appointment. May be required to obtain and maintain additional certifications and/or training as deemed necessary. Must be capable of responding to the site within one (1) hour of being notified. Must possess a valid driver's license. Will be required to obtain a valid State of Louisiana driver's license at time of appointment and a valid State of Louisiana Class D driver's license within 60 days and maintain throughout employment for this classification.
