Substance Use Disorder, Specialist Rochester, NY (+Jay+Street+Rochester+NY+USA) - MCOMH - Priority Services Job Type Full-time Description Substance Use Disorder, Specialist Monroe County Office of Mental Health, MCOMH Rochester, NY Hybrid FULL-TIME Nonexempt : 40 hours/week Coordinated Care Services Inc (CCSI) seeks a talentedSubstance Use Disorder, Specialistto contribute their expertise in providing essential business services to our provider organizations and customers. The Monroe County Office of Mental Health (MCOMH) oversees the local service system through a variety of sub-contracts; plans for behavioral health services via extensive collaboration with other DHS and county divisions, service providers, and community stakeholders. This position will function as theSubstance Use Disorder Specialistfor MCOMH and will support the planning and system transformation objectives of the community, collaborating with the existing OASAS certified and/or funded array of services within Monroe County. Additional duties include providing the support and guidance needed to engage and connect high risk/high need individuals with substance use disorders to services as rapidly as possible, including but not limited to, services such as DSS, Social Security, care management, housing, OASAS services, peer services and other community-based resources. CCSI is partnering withMonroe County Office of Mental Healthto hirea Substance Use Disorder, Specialist.This position is employed by CCSI and working on behalf ofMonroe County. In this role, you will Priority Services Management: + Develop protocols for access to all designated substance use disorder services that assures high- priority clients receive appropriate services. + Assess client level of need and makes referral to appropriate community providers as rapidly as possible. + Provide data to supervisors for advising Contract Coordinators regarding barriers to immediate access to mental health and addictions services for high risk/high needs individuals. + Leverage access to community resources, including mental health and substance use disorder treatment, Health Home Care Management, non-Medicaid care management and homeless supports. Consult with other community providers around access to care. + Assist with development of protocols for access to treatment, care management and residential services for high need/high-priority individuals who may or may not be connected to services. + Developa system for tracking service slots and monitoring availability/utilization. + Develop and oversee a Quality Assurance process, including Special Review. System-wide Service Planning: + Supportsystem transformation through planning and implementation of NYS OASAS residential redesign model and transition to Medicaid Managed Care. + Facilitate and/or participate in community forums focused on individuals with addiction disorders and NYS OASAS certified providers, identifying community need. + Support implementation of NYS OASAS funded programming within Monroe County, supporting the delivery of services consistent with MCOMH values, including trauma- informed, person-centered, strength-based and recovery-oriented, incorporating peer, family, and recovery support services, thereby supporting the goals of recovery, maximizing independence and increasing community integration. Initiatives are viewed through the lens of disparity reduction, specific to racial and ethnic disparities. + Develop policy/procedures to ensure cooperation with provider agencies. + Communicate effectively with providers and families to promote good will. + Provide community training and education about topics including addiction awareness and the administration and use of Narcan. Other Responsibilities: + Facilitate a collaborative process between service providers and with the community, across all 3 disability areas (OASAS, OMH, and OPWDD). + Recognize and value diversity within the work environment. Requirements + Bachelor's Degree, CASAC credential; in addition to Bachelor Degree is preferred. + 3-5 years of substance use disorder work experience, or equivalent (see equivalencies worksheet here:). + Experience in utilization management and outcome evaluation/familiarity with RAS tracking system + Ability to satisfactorily complete required background screenings: criminal, state central clearance and driving.
