SALARY RANGE: $70,000-$76,000 LOCATION: Fort Campbell, Kentucky RESPONSIBILITIES: Manage, direct, and mentor a staff of three specialists working within the Fort Campbell Stormwater Compliance Program. Assigning, supervising, training, and evaluating the work of assigned staff to ensure appropriate progress; ensure work is performed following regulations, procedures, and standards. Organize, coordinate, and schedule work activities of staff for the most cost-effective and efficient use of time, personnel, materials, and equipment; ensure work is performed following established procedures and standards. Collaborate closely with Government Program Managers to support Fort Campbell compliance with Municipal Separate Storm Sewer System (MS4), Industrial, Construction, and Underground Injection Control (UIC) Stormwater Permits. Function as a Fort Campbell stormwater compliance and permit Subject Matter Expert. Execute the Fort Campbell Stormwater Management Plan (SWMP) and related plans within the SWMP appendices. Attend professional meetings, summits, and training on emerging stormwater issues and permit compliance programs. Perform technical and quality control reviews of study, design, and planning documents prepared by others. Produce written monthly MS4 inspection reports and water compliance program summaries. Conduct internal reviews and audits of written inspection forms to ensure accuracy and readability. Coordinate and develop annual events that inform the public about stormwater and environmental issues (e.g., Earth Day, Project Clean Streams). Oversee DAWSON Stormwater Compliance Program fleet vehicles, ensuring vehicles are protected from damage and that maintenance and cleaning are regularly performed. Aid with implementing and maintaining a system to inventory and track the status of all public and private permanent Stormwater Control Measures (SCMs) installed on New Development Projects as per the Tennessee MS4 Permit. Oversee staff to ensure Best Management Practices (BMPs) and SCMs are met and materials used meet specifications and formal testing requirements. Oversee work order requests for water resources projects related to stormwater quality and quantity management and underground injection control measures to be conducted by the Fort Campbell Directorate of Public Works. Perform a review twice yearly of training requirements pertinent to the stormwater compliance program and track stormwater training recertifications for all DAWSON stormwater personnel. Prepare and send annual Tennessee and Kentucky MS4 permit report Government Program Manager that includes any changes in BMPs or measurable goals. Prepare environmental studies, technical memoranda, reports, presentations, and other electronic deliverables to document and communicate analyses and recommendations to technical and non-technical audiences. Perform stormwater calculations, prepare technical drawings, and discharge monitoring reports. Conduct and track annual stormwater awareness training for Department of Defense (DoD) and Non-DoD tenants (minimum of six annually as per the SWMP). Include training on the hazards associated with illegal dumping and improper waste disposal. Receive and process reports of potential stormwater pollution from tenants and on-post residents. Update or ensure the technical design guide and EQO handbook is updated to help eliminate illicit discharges. Ensure Fort Campbell industrial facilities follow Stormwater Pollution Prevention Plan by conducting annual comprehensive inspections. Assist Fort Campbell Environmental with instituting controls for reducing or eliminating the discharge of pollutants from roads, storage yards, etc. Conduct, assist, and track classroom instruction on stormwater and water issues for the Fort Campbell Environmental Quality Officer (EQO) course. Process training attendees and keep a copy on file or list for all MS4 stormwater outreach and training records. Request training or materials requiring funding or outsourcing to Fort Campbell Stormwater Program Manager 60 days or sooner for completion to support the MS4 reporting year. Develop and distribute brochures to DoD and non-DoD tenants, civilian employees, school groups, soldiers, temporary visitors, and on-post family housing (minimum 2,500 pamphlets annually as per the SWMP). Provide a library of educational materials for DoD employees, school groups, and on-post residents and hang stormwater awareness training posters around the installation. Monitor and maintain programs encouraging school groups and family housing residents to take proactive steps in keeping storm drains clean, such as the Adopt-a-Storm Drain program. Conduct annual meetings/presentations for groups interested in being informed about the installation's stormwater management policies and BMPs. Coordinate with DPW Master planning to assist with stormwater system map updating to the Fort Campbell Geographic Information System database annually for recent additions and changes to the stormwater drainage system to ensure accurate depiction of all drainage basins and infrastructure, including sewer lines, outfalls, and sinkholes. Update or ensure Fort Campbell's Stormwater Technical Design Guide and EEO handbook for current policies are updated annually or as needed. Ensure staff complete rain event inspections within 24 hours of occurrence. Conduct inspections as necessary to ensure stormwater systems are not receiving illicit discharges or illegal dumping. Other duties as assigned. DESIRED SKILLS AND EXPERIENCE: Bachelor's degree in environmental science or related field required (or six years of experience as equivalent); A Professional Engineer (P.E.) license and/or a Master's degree preferred (or ten years of experience as equivalent). Minimum eight years of experience planning, managing, and/or designing stormwater and water resources-related projects. Education or experience relating to environmental science/engineering principles; construction stormwater management; hydrology and hydraulic engineering principles, regulatory compliance, and regulatory plan review. Strong technical background in planning and design, water quality, and green and resilient infrastructure projects. Knowledge of stormwater management and erosion and sediment control practices related to land disturbing activities. Proven ability to provide effective mentoring and development of less experienced staff. Ability to communicate complex ideas and concepts clearly and concisely, orally and in writing. Proficiency with Microsoft Suite including Word, Outlook, Project, Excel, and PowerPoint and database management. A valid driver's license and safe driving record. Ability to walk through field sites of varying sizes with uneven, muddy, rocky, or overgrown areas to perform/oversee inspections. Ability to wear required safety equipment at sites, including hard hats, steel-toed boots (or other approved toe protection), etc. Ability to remain vigilant while working around aircraft, military vehicles, construction equipment, waterways, and field sites and walk swiftly for a short distance to clear an area where a potential hazard is identified. PREFERRED QUALIFICATIONS Experience in stormwater management and erosion and sediment control plans reviews or compliance inspections preferred. HAZWOPER Training (40-hr and 8-hr refresher).
