Duties As a STAFF ACCOUNTANT, GS-0510-11 your duties are below. 1. Serves as the technical expert for governmental accounting principles, policy, concepts, and management. Advises and trains program managers and staff regarding changing accounting operations. Creates reports to satisfy management information requirements. Implements new account structures and procedures to comply with regulatory or legislative changes. Analyzes accounting documents, records, reports, and processes to ensure conformance with governmental accounting principles, operating procedures, and regulations; in a constantly changing environment. Produces accounting information such as financial statements, reports, and other information for state National Guard Bureau (NGB), and the Defense Finance and Accounting Service (DFAS) managers. Identifies trends, abnormalities, and deviations from standards or plans. Prepares impact statements to determine the effect of proposed financial changes on program management. Reviews new and revised processes for the impact on the accounting system and advises management on compliance and effect of the changes. (40%) 2. Analyzes accounting systems. Develops and implements on-site adaptations to the accounting system to allow more effective interface with other automated systems. Problems may be related to accuracy of data collection, improvement or design of reporting systems, or design of subsystems. Analyzes new and modified interface systems for impact upon the accounting system and data. Reviews accounting and feeder system performance and recommends changes to NGB and DFAS. (20%) 3. Directly or indirectly provides the USPFO, NGB, DFAS, Department of the Treasury and senior level management with accurate and timely financial data tailored to meet program and information requirements concerned with force structure, mission, and troop strength. Ensures financial data meets requirements for inclusion in financial reports (20%) 4. Designs database queries written for a variety of software applications and automated systems (i.e., Standard Query Language). (10%) 5. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of policy, investigative, inspection/exercise, strategic planning, and administrative issues. Structures assignments to create effective and economical positions. Coordinates with other organization managers and customers as appropriate. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, training, and space to ensure success in meeting goals and objectives. Provides advice to supervisor on significant issues and problems related to work accomplishment. Establishes metrics and utilizes analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Performs self-assessments and presents detailed and comprehensive reports with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. (10%) Performs other duties as assigned. SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a clearance as required by this position. If the selectee does not possess the applicable security clearance when hired, application must be made within 30 days of the start date. Failure to make application for the required security clearance will result in termination of employment. Failure to complete prescribed courses may be cause for reassignment or termination of FTS. Military Rank Requirements: OFFICER, WARRANT OFFICER, ENLISTED (O-3 to E-5) Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. MINIMUM REQUIREMENTS: Skill in collecting and analyzing data effectively, efficiently, and accurately, skill in applying procedures and directives by reading and interpreting program material, skill in presenting formal training presentations and briefings, and the ability to prepare reports and presentation formats. SPECIALIZED EXPERIENCE REQUIREMENTS: GS-0510-11: Must have experience in the following: Must have 1-year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level A professional and comprehensive knowledge of accounting theories, practices, methods, and techniques is required to analyze accounting and feeder systems. The ability to adapt current systems is required to solve discrepancies and adjust current data to more accurately reflect the usage of funding resources at the state level. The ability to correct errors created at the national level (i.e., inaccurate tables and system problems) is required, along with the ability to ensure that accounting data is accurate. The ability to perform extensive research is required in order to ensure that proper funds are charged for expenditures. Ability to devise methodologies to ensure that data received is either correct or is modified to comply or fit into the accounting system is required for various system changes. Must possess the ability, as the single individual in the state, to deal with a multitude of issues raised in a given accounting cycle. Education Basic Requirements Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") or Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
