Job Title: Sr Spec, Subcontracts Job Code: 10249 Job Location: Waco, TX 76705, Greenville, TX, Rockwall, TX OR Plano, TX - 75-90% remote Schedule: 9/80 REG L3Harris is actively seeking for a Sr. Subcontracts Specialist - (Remote Eligible) for our facility located in Waco, TX 76705 for a permanent opportunity. May manage projects or processes with general supervision.
Communicates with contacts inside and outside of own department to explain and interpret operational processes, practices, and procedures.
Recommends enhancements to systems and processes.
Works to achieve operational targets for specific programs and projects with moderate impact on departmental results.
Experienced with Defense Federals Acquisition Regulation (DFAR) and FAR standards
Experienced with DoD defense contracting knowledge
Experienced with Negotiation of Terms and Conditions Essential Functions: Responsible for the procurement of subcontracts including the management of cost, schedule, and performance
Implement sourcing strategies, assesses supplier risk (including financial), and develops mitigation plans
Prepares bid packages, conducts bidders' conferences, analyzes, and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts
Negotiates and coordinates additions, deletions, or modifications to subcontracts
Tracks all Purchase Orders through reports, works matched exceptions, open commitments, receiving discrepancies, returns, supplier discrepancies, and problem reports/supplier corrective action responses. Interfaces with receiving and accounting to resolve issues
Meets established goals, objectives, and performance metrics and solves problems of increased scope and complexity where analysis of situations or data requires a review of a variety of factors
Evaluate root cause and corrective action with suppliers on late delivery performance
Builds stable working relationships with manufacturing, quality engineers, material management and program office regarding subcontract demands by early involvement with programs and suppliers to determine risk mitigation actions for critical path.
Create purchase orders/subcontract files in compliance with all command media and necessary process disciplines for audits
Support Integrated Product Teams (IPT) through supply chain representative or as an active team member
Act as a mentor to lower-level peers and provide guidance on tasks.
Requires strong knowledge of job area. May have broad knowledge of project management.
Strong communication and collaboration skills
Candidate must be able to work closely with team members and have a willingness to learn.
Good verbal and written communication skills required.
Position requires the candidate be able to obtain and maintain a Secret Security Clearance. Qualifications: Bachelor's Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.Position requires the ability to obtain and maintain a DOD Security Clearance, which requires U.S. Citizenship.
1+ years experience giving presentations and discuss supplier risk mitigation.
1+ years experience with Federal Acquisition Regulations and Defense Federal Acquisition Regulations Supplement (FAR/DFARS)
6+ years experience in developing requirements for proposals, drafting Subcontracts, and developing/ negotiating Terms and Conditions.
6+ months experience with Microsoft Office Suite (Excel, Word, PowerPoint, Access) Preferred Additional Skills: Defense contracts development/administration experience.
Degree in Supply Chain Management, Finance, Business Administsation or related.
SAP system experience
