Description Are you interested in leading internal and external project teams responsible for all aspects of Construction Project Management including procurement oversight, budgeting, scheduling, design oversight, construction oversight, and commissioning of technical facilities? Would you like to work at the nation 's largest university affiliated research center supporting construction projects of national significance? If so, we are looking for some like you to join APL. JHU-APL is in the initial stages of planning a major capital development for a cutting edge, complex, advanced electronic fabrication and laboratory facility. The new facility will support printed circuit board fabrication, electrical assembly, nano / microelectronics fabrication, advanced material processing, extreme environments materials labs, and high bays. The intent of the new facility is to consolidate APL's existing electronics, fabrication, and processing facilities into a new state of the art advanced technology laboratory. Site improvements will include a new chiller plant, new feed from the main electrical distribution substation, access roads, relocation of existing utilities, demolition of existing facilities, new utility connections, landscaping, and all other work necessary to make this a complete and usable facility. This position will be reporting to the Section Supervisor of Large Projects, the incumbent is responsible for management of the planning, design, and construction, of the new fabrication facility program. Assignments will include managing a multiple phase program having sub projects with tight timelines, focused user requirements and programs, difficult logistics, and fixed budgets. This position will provide outstanding customer service by actively leading the design and construction project process, from initiation through completion, by providing timely and accurate updates to the client representative regarding project status, budget and schedule. As Senior Project Manager in Design and Construction your duties will include Leadership and Team Management
Lead and mentor project teams, ensuring clear communication, goal alignment and efficient task delegation to achieve project milestones.
Running a large design and construction program for a new $500M+ facility.
Stakeholder Communication
Act as a primary point of contact for stakeholders, providing regular updates, managing expectations and addressing concerns promptly.
Partnering with executives from initial project conception and strategic planning sessions through successful execution and continuous improvement during construction and turnover of the new, state of the art facility.
Works cohesively with sectors and departments at the Laboratory.
Represents APL to external constituencies, including architects, engineers, constructors, regulatory agencies, etc. on a variety of issues related to project development and delivery and develops excellent vendor relations based on reasonable expectations, consistency in project execution, fairness, timely payment, and enjoyable working relationships.
Project Planning and Execution
Develop comprehensive project plans, including timelines, budgets and ensure on-time, within budget delivery.
Typical assignments will include multi-phase project with tight timelines, focused programs, difficult logistics, and fixed budgets.
Provides outstanding customer service by actively leading the entire planning, design, and construction project, including initiation, programming, design, budget, and construction, by providing timely and accurate updates to the client representative regarding project status, budget and schedule.
You will utilize APL vehicles in the course of day to day operations.
Risk Management
Identify potential project risks and develop mitigation strategies to minimize impact on project timelines and deliverables. Qualifications You meet our minimum qualifications for the job if you Have 15 or more years of demonstrated experience as a Project Manager for the planning, design and construction of complex programs ($250M to $500M+)
Lead multi-disciplined teams in the successful delivery of complex multi-year programs.
Extensive experience running large diverse teams of designers, contractors, and support staff for large programs.
Have strong leadership skills and be able to work closely with members of the Laboratory community and outside resources to build effective relationships.
Possess excellent listening, customer service, negotiation, team building and organizational skills as well as effective communication skills.
Have experience in proactive planning, project programming, budgeting, risk management, quality control, and quality assurance.
Ability to develop overall project strategy, develop a high functioning project team, define and solve problems, collect and interpret an extensive array of technical data as well as propose and implement solutions.
Possess a BS in Engineering (construction, civil, architectural, electrical or mechanical) or BA in Architecture.
Knowledge of Project Management Software.
Possess a valid state of residence driver's license. The selected applicant will be subject to a driver's record evaluation.
Are able to obtain a Top-Secret level security clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.
You will go above and beyond if you Possess a Master's Degree in related field.
Are a Certified Project Manager Professional (PMP), Program Management Professional (PgMP) or equivalent, Certified Construction Manager (CCM), LEED Accredited Professional (LEED AP), and/or Certified Facility Manager (CFM), Professional Engineer (PE), Registered Architect (RA), or other industry credential(s).
Experience with complex chemical processing, microelectronics fabrication, semiconductor facility development, nanotechnology, or other advance technology facilities.
