THIS IS A NON-CIVIL SERVICE POSITION POSTING DATE: 02/23/2024 CLOSING DATE: 05/23/2024 AT 12:00AM MIDNIGHT SALARY: $72,624.00 - $94,441.00 Annually CLASS DESCRIPTION The Commissioner of Health of the Baltimore City Health Department is seeking a Special Assistant who will serve as a dynamic team member and embodies our core values: collaboration, innovation, integrity, empowerment, and data driven. While achieving our operational objectives are of paramount importance, we are a team first and we are looking for an individual to fill the Special Assistant role who seeks to listen and serve as much as he/she/they seek to lead. The Special Assistant is responsible for the high-level project coordination and administrative functions/support for the Commissioner of Health (COH). This role is critical in leading special BCHD projects. This individual serves as a trusted team member on the senior leadership team and manages and oversees projects and initiatives to achieve BCHD's and the COH's priorities and objectives. He/She/They are a self-starter, solution-oriented, pays meticulous attention to detail and can effectively and efficiently work in a fast-paced and politically charged environment. This position requires both a strong work ethic and a strong alignment with City of Baltimore's and BCHD's mission, values, and strategic vision, as well as demonstrated success, sound judgment, and flexibility working in a complex, fast-paced environment. ESSENTIAL FUNCTIONS Prepares materials and briefs in preparation for meetings and presentations with internal and external participants, including other city agencies, philanthropic funders, community residents, and other stakeholders. Drafts and/or edits a variety of written documents (emails and memos, etc.), including but not limited to internal and external correspondence, briefing materials, and talking points for meetings and events. Drafts and/or edits presentation materials, including PowerPoint presentations and other documents. Is a key representative for the Commissioner and organization to a wide range of external and internal constituencies. Must have a demonstrated record of success to establish effective, collaborative relationships with all levels of constituents throughout a broad range of interest groups and manage sensitive and confidential information. Exercises discretion and judgment in resolution of mission-critical day-to-day assignments and requests. Works with administrative staff to ensure appointments and meetings for the Commissioner of Health are scheduled and agendas and meeting materials are prepared and disseminated in a timely fashion, and serves as back up for the administrative staff, when needed, to ensure deliverables are done in a timely fashion. Works with administrative staff to maintain systems for organizing and retrieving materials and prepared documents. Coordinates internal and external staff and constituents to plan and manage events, initiatives and special projects as assigned, including participant attendance, related correspondence, and other logistics. Other duties as assigned. EDUCATION AND EXPERIENCE REQUIREMENTS EDUCATION: Have a bachelor's degree from an accredited college or university. AND EXPERIENCE: Have three years' experience in support of non-profit, academic, business, research and/or development activities and operations, providing administrative oversight, coordination, and project management is required. Preference given to candidates with high level experience directly supporting executives and/or other C-suite leadership. Knowledge of or familiarity with local, state, and federal government departments or agencies and the local and state philanthropic community is a plus. KNOWLEDGE, SKILLS, AND ABILITIES Efficiently operates a computer to access e-mail, electronic calendars, social media, and other basic office support software. Is proficient in Outlook, Microsoft Word, Excel, and PowerPoint and graphics packages to assemble and create reports and presentations, Google Drive, Dropbox and other similar platforms. Has ability to synthesize, analyze, and critique data effectively. Is a self-starter and accountable to complete tasks and drive performance with minimal oversight. Pays close attention to detail and is able to easily correlate topics and information. Is creative/imaginative with excellent organizational skills. Has a demonstrated ability to address/resolve difficult, multi-faceted problems. Possesses excellent oral and written communication skills. Able to work long and unpredictable hours under pressure and consistently meet deadlines. Salary offer will be commensurate with experience. An excellent fringe benefit package accompanies the salary. This is a two-year grant funded position.
